GENERAL DESCRIPTION:

SUMMARY
Under the general supervision of the Community Development Block Grant-Disaster Recovery (CDBG-DR) Operations Manager, performs work servicing complex disaster recovery administration related to community development projects. The incumbent maintains an awareness of the status of potential and existing projects, handles complex recurring work and one-time problems, provides advice and assistance to other Community Finance Division personnel whose assignments might include duties related to oversight and/or compliance of CDBG-DR matters.
The Project Specialist will maintain primary responsibility to the CDBG-DR Workforce Development and Planning activities, as well as provide technical assistance for program compliance and application development, review and respond to correspondence, prepare materials, and facilitate during presentations for subrecipients, applicants, and the public, participate in technical and objective reviews of CDBG-DR applications for funds, and other duties as assigned. In addition, the Project Specialist will support the Infrastructure and Housing activities, when necessary.
Minimum Eligibility Requirements:
+ Bachelor’s degree in a related field from an accredited college university AND Two years of related professional experience OR
+ Associate degree AND Four years of related professional experience OR
+ Six years of related professional experience.
Essential Functions:
+ Serve as the primary point of contact for all internal and external stakeholders for the CDBG-DR Workforce Development program and all CDBG-DR/MIT Planning activities
+ Project management of Workforce Development program, ensuring compliance with federal regulations and program guidelines
+ Project management of all assigned Planning activities, ensuring timely and compliant plans are created
+ Maintain working files to assist in program development, management, and compliance
+ Compliance reviews for all financial transactions from subrecipients and vendors
+ Foster relationships with subrecipients, vendors, and other key stakeholders to ensure that all necessary support is available to achieve successful performance of activity goals
+ Provide support to other programs, including housing and infrastructure
Required Knowledge, Skills, and Abilities:
+ A basic knowledge and the ability to develop advanced knowledge of Community Development Block Grant (CDBG) regulations, including CDBG-Disaster Recovery (CDBG-DR)
+ Demonstrated project management experience
+ Ability to calculate individual and household income from multiple types of source documentation
+ Strong Microsoft Office skills, including Microsoft Word, Excel, PowerPoint, and SharePoint
+ Excellent organizational skills with the ability to manage multiple deliverables and critical deadlines
Preference:
+ Preference will be given to applicants who in addition to meeting the required knowledge, skills, and abilities have one or more of the following:
+ Direct project management experience with CDBG-DR infrastructure, workforce development, housing, or planning projects
+ Proven experience in crosscutting compliance regulations, including Section 3, environmental review, Davis-Bacon, Uniform Relocation Act (URA), Limited English Proficiency (LEP) & Fair Housing
+ Proven experience with drafting, reviewing, and revising policies and procedures using best practices
WORKING CONDITIONS (TRAVEL,HOURS,ENVIRONMENT)
+ This position is full time salaried exempt.
+ Periodic travel is required, including air and car travel
+ This position is currently designated as a hybrid (3 days in-office/2 days telework) position
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
Must be able to perform office-related duties.
Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
Must be able to perform essential job functions, with or without reasonable accommodation.
Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.
Must maintain punctuality and attendance as scheduled.

High school diploma/GED and one (1) year of experience required at the lower level Prgm Consultant 1 (GSP090) or any other combination of education and professional experience that provides the requisite knowledge, skills and abilities to successfully perform the job.
