Summary This vacancy is for a GS-0201-15, Supervisory Human Resources Specialist located in the Department of Homeland Security, U.S. Coast Guard, Office of Civilian Human Resources Operations. This position is not eligible for remote work. Responsibilities You will serve as a Supervisory Human Resources Specialist and will serve as Office Chief, Civilian Human Resources Operations. This position is in the Assistant Commandant for Civilian Personnel Directorate, Washington DC. The primary purpose of the position is to manage/oversee the civilian human resources operational staffing, classification, personnel processing, records management, and retirement programs for the entire Coast Guard, supervising approximately 120 employees, including five subordinate supervisors. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Planning and administering operating personnel programs related to staffing, classification, benefits, and personnel process/records management. Administering related human resources programs such as pay administration and Permanent Change of Station (PCS) actions. Ensuring human resources programs are aligned with organizational and employee needs, and are administered in an efficient, effective, and customer focused manner. Recommending operating program policy changes, directives, and actions needed to meet realities throughout the Coast Guard. Serving as a senior advisor and expert on operational aspects of a range of civilian human resources programs. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period. Time in Grade requirement must be met by the closing date of the vacancy. All Federal employees are required to have Federal salary payments made by direct deposit. Qualifications To qualify at the GS-15 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-14 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Supervising a Federal HR organization responsible for providing staffing, classification, benefits, personnel processing and records management. Identifying and resolving significant issues to ensure optimal utilization of civilian personnel resources, while ensuring compliance with legislative mandates, Office of Personnel Management (OPM) regulations, Departmental policies and agency directives. Proactivity identifying organizational needs and potential challenges, and development and implementation of effective solutions. Developing and managing a comprehensive spending plan, monitoring expenditures and recommending adjustments to ensure alignment with budgetary constraints and program objectives. Ensuring consistency and fairness in application of performance standards and evaluation methods across multiple subordinate branches adhering to organizational performance management policies. Utilizing expertise in interpreting and applying a broad range of civilian personnel regulations, precedents, and principes to provide authoritative guidance and consultation to staff and senior management on complex policy matters. NOTE: Education can not be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
