Construction Observer

Actalent Services is looking to hire a Construction Observer in Hot Springs, Arkansas to provide on-site observation of construction projects, coordinating with the engineering design team on project documentation such as construction submittals, requests for information, change order requests, and construction schedules.
Responsibilities
+ Conduct on-site observation of construction to ensure compliance with contract documents and report defective work to the project manager.
+ Review and consult with the project manager on the progress schedule, shop drawing submittals, and schedule of values prepared by the contractor.
+ Maintain comprehensive records at the job site, including correspondence, drawings, samples, contract documents, change orders, progress reports, and logs for contractor’s hours, weather conditions, job site visitors, and contact information for contractors, subcontractors, and suppliers.
+ Review applications for payment with the contractor, ensuring compliance with submission procedures, and forward recommendations to the project manager.
+ Resolve construction problems through consultation with supervisory, engineering personnel, and contractors.
+ Ensure work progress adheres to specifications and examine workmanship of finished installations for conformity to standards, approving installations.
+ Communicate verbally and in writing with contractors, engineering staff, and the owner.
+ Attend and conduct various project-related meetings such as pre-construction conferences, progress meetings, and job conferences.
+ Coordinate and oversee material testing on soil, concrete, bituminous, and aggregate materials according to prescribed procedures.
+ Occasionally collect materials or water samples.
+ Accompany visiting inspectors from public or other agencies with jurisdiction.
+ Conduct final inspections with the project manager, owner, and contractor, preparing a final list of items to be completed or corrected, and ensure all items are addressed before recommending acceptance to the project manager.
+ Interface with the general public and community officials.
+ Represent the company with a professional appearance and comply with all safety policies and rules.
Essential Skills
+ High school diploma or GED equivalency.
+ Four years of experience in public works construction inspection or a related field.
+ Experience in construction.
+ Knowledge of construction practices, techniques, materials, and equipment.
+ Ability to read and interpret plans, specifications, and drawings.
+ Effective verbal and written communication skills.
+ Basic computer skills, including proficiency with Microsoft Windows, Bluebeam, and Microsoft products.
+ Ability to manage field crew and meet deadlines.
+ Dependable mode of transportation and willingness to travel as necessary.
Additional Skills & Qualifications
+ Construction-related certifications, such as concrete testing certifications, are preferred.
+ Experience with water and wastewater infrastructure is preferred.
+ Civil construction and pumping station experience.
+ Experience with wastewater treatment, construction documentation, and construction administration.
+ Client-facing skills and leadership qualities.
Pay and Benefits
The pay range for this position is $30.00 - $40.00/hr.
