Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations El Paso TX Responsibilities Joining Customs & Border Protection will allow you to use your expertise to provide management advice regarding the improvement and assessment of core processes and the implementation of programs and policies related to Workforce Management. This position starts at a salary of $73,939.00 (GS-1, Step 1) to $115,213.00 (GS-12, Step 10). In this position, you will strengthen the Department's ability to perform homeland security functions by developing policies, conducting special studies, and providing technical assistance. Typical work assignments include: Providing advice involving program issues to the senior executive staff within the field office. Developing and recommending improvements in services; participates on teams and/or projects involved in the redesigning, automating, and re-engineering of processes in order to meet the varied and changing requirements of the field office. Researching and advises on significant personnel program changes or developments. Develops options that take advantage of special hiring authorities and programs when appropriate for local needs. Assisting the executive staff in the development of field office policy and recommends changes to improve service. Advising the Director, Field Operations, Port Directors, and other field managers in formulating realignment and/or reorganization proposals related to improvement efforts in the core processing order to organize work in the most efficient and effective manner given local conditions. Maintaining the Field Office Table of Organization; ensures positions are accurately recorded and that on board data is kept up to date. Independently reviews staffing levels, computes attrition rates, and takes corrective actions to resolve errors. Gathers data on projected turnover, losses, program changes, etc., and individually develops and coordinates a recruitment plan for backfills. Monitors employment levels and advises senior field management on the status of recruitment efforts and recommends actions necessary to avoid disruptive employment levels. Performing a wide range of administrative and analytical duties required to develop and implement workforce management programs. Shares information on improved workforce management processes utilized in the field and subordinate units with other field offices and national staffs involved with the various disciplines and core processes. Providing personal counseling to employees on retirements, pay, and leave issues; and implements return to work strategies to reduce time lost to work-related injuries and other extended medical absences. Education Substitution: GS-11: Successful completion of a Ph.D. or an equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field, or L.L.M for the experience required at the GS-11 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. You are required to submit proof of your claim. GS-12: There is no education substitution. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages.
