Marketing Statement:
Come be an integral part of Metro's Safety Team as an Investigations Program Specialist. This position is a key member of the Safety Investigation Team, responsible for supporting the implementation of Metro¿s Safety Universal Data System by providing technical support for the rail investigation team. The Investigations Program Specialist will be responsible for maintaining and improving the safety investigations process, developing templates and tools, and contributing to the completion of root cause analyses and identification of key contributing factors. The incumbent will support the team by conducting research related to pertinent investigations and communicating findings to various stakeholders. **This role may be assigned to cover some evening, holiday, and weekend safety assurance activities and will cover periodic overnight on-call responsibilities**
Minimum Qualifications
Education
+ Bachelor¿s degree in Engineering, Safety Management, Rail Accident Investigation, or related field of study
+ Or, in lieu of degree four (4) additional years of experience in process management, creating advanced workflows and developing data driven actions, and supporting corrective and preventive action plans from diverse industries, may be considered
Experience
+ Minimum three (3) years¿ experience in process Management, creating advanced workflows and developing data driven actions, and supporting corrective and preventive action plans from diverse industries
Certification/Licensure
+ Required to attend and successfully pass RWP training within six (6) months of hire and to maintain RWP Qualification as a condition to perform core job duties
Preferred Qualifications
+ Master¿s degree in Engineering, Safety Management, Rail Accident Investigation, or related field of study
+ The USDOT Transportation Safety Institute Transit (TSI) Safety, Security Program (TSSP-Rail) certification, FTA, Transportation Safety Institute (TSI) and Rail Incident Investigation Training desirable

Job Summary
The Investigations Program Specialist supports the implementation of Metro¿s Safety Management System by providing technical support for the rail investigation team. The Investigations Program Specialist will be responsible for maintaining and improving the safety investigations process, developing templates and tools, and contributing to the completion of root cause analyses and identification of key contributing factors. The incumbent will also work with the investigation team to enhance existing processes that allow data driven actions and decision making, which results in the development of robust corrective and preventive actions that effectively mitigate the risk of experiencing a recurrence of the same or similar incident. The incumbent will support the team by conducting research related to pertinent investigations and communicating findings to various stakeholders. The Investigations Program Specialist is responsible for demonstrating proficiency in process engineering while creating advanced workflows. Proficiency in data management using databases and spreadsheets, as well as Microsoft Office applications including Word, Excel, PowerPoint, Visio, Project, SharePoint and Outlook is also required.
ESSENTIAL FUNCTIONS
+ Provides support to the investigation process by building reporting templates, developing and maintaining investigation records and status reports, and performing quality checks for final report submissions.
+ Provides technical process support by maintaining and updating the investigation standard operating procedure, performing supporting data analysis, creates checklists to verify compliance with investigative practices and procedures, and maintains support for SharePoint sites.
+ Supports compliance activities specific to WMATA¿s State Safety Oversight Agency (SSOA). Duties also include supporting activities relating to SSOA¿s program standards.
+ Completes all other safety related projects as assigned by the Manager of Accident Investigation and Analysis - Rail.
+ Responds to safety emergencies as required and manages "on call" duties. Must be able to respond to safety emergencies on a 24 hour per day/7 days per week/ 365 days a year basis, to include weekends and holidays.
OTHER FUNCTIONS
+ Assists with the coordination of all investigations with outside properties and/or regulatory agencies including National Transportation Safety Board (NTSB), Federal Transit Administration (FTA), Department of Transportation (DOT), and Occupational Safety and Health Administration (OSHA).
