Minimum Qualifications
Education
+ High school diploma or GED
Experience
+ A minimum of five (5) years of successful experience as a Rail Traffic Controller
Certification/Licensure
+ Current and valid Certification as a Rail Traffic Controller (maintained for duration of occupancy in this role)
+ Roadway Worker Protection Certification, Level 4, withing one (1) month of hire

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
Job Summary
The Rail Traffic Controller (RTC) Training Instructor is key to providing high quality training that upholds the Rail Operation Control Center (ROCC) values of safety, trust, and accountability to support the department's vision to become a world-class, safety-driven control center and the best place to work at Metro. The incumbent executes the RTC foundational program focused on leveraging classroom learning and the utilization of simulation exercises to allow RTC trainees to mimic scenarios and atmospheres they will experience on the job. The incumbent enables Rail Traffic Controller Trainees to successfully complete all modules of the Washington Area Transit Authority’s (WMATA) Rail Traffic Controller training course, in which they are taught to serve as part of the Rail Operations Control Center’s front line expert incident-management team.
ESSENTIAL** **FUNCTIONS
+ Facilitates the presentation of training for both knowledge and simulation instruction forRail Traffic Controller Trainees and certified Rail Traffic Controllers, using a variety ofinstructionaltechniquesandformatssuchasroleplay,simulations,teamexercises,groupdiscussion, CBT’s, video and lectures. Conducts training in accordance with establishedschedulesandrequiredtrainingactivitiesforthecourse,moduleandlessonplan.
+ Performs the job duties of an RTC a minimum of one shift a month, for the purposes ofmaintaining RTC Certification currency and maintain core competencies. Serves as anRTC resource for ROCC in the event there is an emergency or insufficient RTCs tomanagethe consolesduring a shift.
+ Monitors and instructs students’ use of tools and equipment in both real and simulatedenvironments to include station, yard and mainline operations, roadway protection, thirdrailsafety,transitcarwashingoperations,troubleshooting,equipmentpreparations,communicationproceduresandtrainrecovery/rescueprocedures,tobuildasafetyculturethroughcompleteunderstandingofthecompliancewithallAuthorityrulesandprocedures
+ Determinestrainingneedsofstudentsanddevelopsalternativetrainingmethodsifexpected improvements are not seen. Provides individualized instruction and tutorial orremedialinstructionifneeded.Identifiesstudentsnotadvancingwiththeclasstomanagementtoexploreremediationopportunities.
+ Participants in monthly review meeting with management to discuss students’ progress,proposedtraining improvementsandstudentfeedback.
+ Maintains and improves subject matter expertise in adult learning and new technologiesrelativetoWMATAsystemsandequipment. Proposeschangestoimprovelessonsplansadulttrainingtechniques,i.e.,lecturemethod,lectureanddemonstration,studentparticipationanddemonstration,useofmock-upsandsimulators,questionsandanswers,studenttesting andtraining curriculum.
