Position Summary:
The Proposal Coordinator is responsible for preparing proposal templates for civil and electrical Transmission, Distribution, and Substation construction bids, ensuring all required information is included for client submission. This role begins with populating and maintaining the bid estimating calendar, which tracks key dates such as pre-bid job walks, question submission deadlines, and bid due dates to keep estimators and construction managers aligned. The Proposal Coordinator manages the full lifecycle of bid proposals using the estimating responsibility matrix to ensure projects remain on schedule and also works closely with Contract Administration and Operations to finalize proposals according to client specifications. A key component of the position involves assisting in the identification and engagement of subcontractors including Small Businesses, Diversity Contractors, and Non-Diversity Subcontractors to meet client goals and requirements. By collaborating with estimators, the Proposal Coordinator plays an essential role in the strategic planning and preparation of each bid project.
Essential Functions:
+ Develop and update bid packets and proposals for client bids, internal reviews. and requests.
+ Review and analyze RFPs and related documents, aligning proposal responses accordingly.
+ Maintain and update the weekly proposal schedule and ensure adherence to all deadlines.
+ Update and assign bid numbers to the Bid Index.
+ Prepare all supporting proposal development documentation, including outlines, team assignments, proposal management plans, schedules, and kick-off meeting materials.
+ Write and edit proposal content as necessary to fulfill proposal compliance requirements.
+ Assist estimators in locating and vetting subcontractors for each project, as needed.
+ Facilitate reviews and coordinate proposal production activities.
+ Prepare proposal templates for electrical transmission, distribution, and substation projects.
+ Submit quote requests for materials and subcontractors.
+ Extract and organize key bid information for the completion of required documents and submissions.
+ Use strong Excel and PowerPoint skills to prepare and submit corporate bid review packets.
+ Demonstrate strong organizational skills to ensure all documentation is accurate and submitted on time.
+ Understand construction bid development and submittal processes.
+ Collaborate with estimators and operations to finalize proposals based on client requirements.
Minimum Requirements:
+ Post-secondary education recommended (Business Administration related discipline management, accounting, or finance) or equivalent work experience in proposal management or electrical utilities.
+ Preferably a background in utility construction; general contractor (GC) construction experience is also acceptable.
+ In-depth understanding of proposal compliance, including experience analyzing solicitation instructions, evaluation criteria, and scopes of work to develop compliance matrices, writing templates, document formats, and production requirements.
+ Experience creating proposal outlines and schedules, managing and coordinating proposal teams, and writing and editing proposal material.

+ Highly developed proficiency in Microsoft Office (especially Word, Excel, and PowerPoint) and working knowledge of graphic and desktop software (e.g., Adobe Illustrator, SharePoint).
+ Ability to work effectively in a fast-paced, deadline-driven environment.

Work Environment:
While performing the duties of this job, the employee is frequently exposed to fumes or airborne particles, moving mechanical parts and vibration. The employee is occasionally exposed to a variety of extreme conditions at construction job sites. The noise level in the work environment and job sites can be loud. This position is performed in outside weather conditions
