Facilities Operations Manager – Utilities, Power Plant, Waste Treatment
Primary Responsibilities:
The Operations Manager oversees operating staff responsible for safe, compliant, and efficient operation of the Elkton Site Utilities, Power Plant, and Waste-Water Treatment Plant Operations. The Operations Manager oversee operating staff to including training, development, and engagement of staff to assure continuous supply and uptime of the site utilities and wastewater treatment plant.
+ Manage union hourly workforce as first-line supervisor for safe, compliant, and efficient operation of site utilities systems, powerhouse, wastewater treatment plant, and stormwater monitoring system.
+ Ensure that supervised personnel operate and maintain equipment Right the First Time per standard operating procedures and in compliance with data integrity principles and safety and environmental regulations.
+ Foster a safety culture of speaking up and achieving consensus affecting behavioral change.
+ Provide consistent and effective administration of union contracts and personnel performance policies and procedures.
+ Perform daily operations management functions such as, but not limited to:
+ Lead daily Tier meetings with each operational area.
+ First line troubleshooting of equipment with operators and technicians, entering maintenance work notifications and coordinating with maintenance staff, as needed.
+ Manage preparation of equipment state prior to maintenance activity, ensuring utilities and waste treatment uptime and compliance is maintained.
+ Review and approve maintenance restoration activities
+ Complete time/attendance approval and ensure payroll accuracy.
+ Review and approve operational forms and documents for accuracy, completeness, and compliance such as, but not limited to: SOPs, batch records, environmental monitoring forms, safety assessments, and training plans/documents.
+ Emergency response to quality/safety/environmental critical alarms and incidents.
+ Facilitate operator training and upskilling associated with Learning Objectives Documents, Management of Change, and SOP updates.
+ Lead and participate in safety, environmental, and quality audits and investigations and implementation of related corrective actions
+ Ability to complete certification programs and testing requirements for wastewater operator and power plant operator classifications.
Education
+ Bachelor degree or higher in Engineering (Mechanical, Chemical, or similar discipline) or related scientific field with five years in Manufacturing, Maintenance or Military environments
+ Associate degree in Engineering (Mechanical, Chemical, or similar discipline) or related scientific field with seven years in Manufacturing, Maintenance or Military environments or
+ High School Diploma/GED with twelve years in Manufacturing, Maintenance or Military environments or
Required
+ Consistent demonstration of strong leadership, communication, interpersonal, teamwork, skills to motivate direct reports and peers to excel and "own" the process
+ Ability to handle and prioritize many simultaneous assignments and quickly adapt to changes in business priorities.
+ Ability to quickly address issues and develop solutions to minimize compliance risk and improve system reliability.
+ Due to the high impact nature of this role, it is essential that the incumbent demonstrate integrity, credibility, and flexibility in their daily performance so as to motivate others to do the same.
+ Ability to examine an issue from diverse perspectives (safety, compliance, maintenance, automation, equipment, process, and people) in order to best understand and resolve.
+ Demonstrated first line troubleshooting and problem solving skills hands-on approach to problem solving, with a bias towards going to see problems for oneself in the field.
Preferred
+ Delta V, BAS, and SAP experience
+ Waste Treatment and Utilities engineering, operations, or maintenance experience.
+ Direct supervisory experience of union personnel.
Schedule
+ Shift work required, including nights, weekends, and holidays
