Position Summary
Position responsible for overseeing and implementing a compliance program that includes inspecting and sampling sources of air pollution in accordance with local, state and federal regulations and guidelines. Provides management of compliance staff day to day functions. Develops and evaluates compliance program goals and communicates progress to internal and external customers.
Position Responsibilities
Oversees the compliance program and ensures program goals are achieved.
Responsible for the source inspection and sampling programs to ensure adherence with federal and state policies.
Oversees the development of and anticipate changes needed for the compliance database.
Interprets and implements state and federal programs as they relate to compliance under the Clean Air Act (CAA).
Reviews enforcement referrals and provides technical support.
Reviews draft permits for accurate equipment descriptions, compliance monitoring and compliance determinations.
Responsible for adherence to the City of Indianapolis' Policy and Procedure Manual regarding the hiring and termination of subordinates, planning and scheduling work by setting priorities and goals, reviewing and evaluating work product and performance, monitoring progress of work upon completion of assignments, directing the training of subordinates, and providing counseling and disciplinary action.

Qualifications
Bachelor's degree in Environmental Science, Engineering, Chemistry or a comparable degree and six (6) years of directly related work experience with emphasis on large, complex industrial sources. Prior experience with permitting, stack testing and program management is preferred. Any combination of education and experience in environmental compliance/auditing equal to ten (10) years is acceptable. Must possess good oral and written communication skills and the ability to operate a computer. A valid Indiana driver's license is required.
Independent Judgment
Independent judgment is regularly utilized when there are no available policies and procedures and errors in judgment may cause inconsistencies as well as regulatory conflicts, and financial loss to regulated sources.
