Are you a seasoned GIS Manager with leadership skills, looking to make a significant impact in a dynamic public service environment? This position works as a skilled and dynamic GIS manager as part of our IT team. Reporting to the IT program director, leads a team of GIS analysts specializing in data management, spatial analysis, Esri application development, and Esri system integration projects across DPWES Capital Facilities, Stormwater Management, and Solid Waste Management and Wastewater Management divisions supporting 600 end-users. Key Responsibilities:
+ Customer Support Management: Ensures high-quality customer service by providing technical assistance, resolving issues related to Esri GIS software products and developed GIS applications, and tracks and prioritizes service requests.
+ Spatial Analysis Management: Leads a team of GIS analysts in conducting spatial data analysis and creating maps and visual representations to uncover patterns and provides timely insights and recommendations to customers.
+ Application Development and Administration: Translates customer requirements into solution specifications and make relevant recommendations. Designs, develops, and maintains map-driven web and mobile-based applications using the suite of ArcGIS Apps products to locate assets, capture data, and streamline field operations workflows. Leverages ArcGIS Enterprise and ArcGIS Online platforms for successful application deployment.
+ Data Management: Oversees the collection, maintenance, and integrity of the department’s geospatial data. Governs and controls geodatabase layers, manages metadata, defines data models, and develops quality assurance and version control practices.
+ ArcGIS Services and Portal Management: Configures and publishes ArcGIS map, feature, image, and geoprocessing services to make GIS resources accessible across various platforms and tools, enabling seamless sharing and interaction among multiple users. Administers ArcGIS Enterprise Portal, manages user accounts and access permissions to ensure secure and efficient use of GIS resources.
+ Leadership and Supervision: Leads the DPWES GIS team by setting objectives and priorities, developing work schedules, ensuring cross-training in various skills and Esri products, and fostering effective collaboration with customers. Serves as the primary GIS liaison between DPWES divisions, other agencies, and the Esri vendor. Define, document, and enhances standard operating procedures (SOPs) and promotes their adoption.
+ Department Strategy: Stays informed about advancements in the GIS industry to develop the department’s multi-year GIS strategy. Proposes and executes project and staffing initiatives to implement innovative and impactful ArcGIS platform solutions that enhance department operations and introduce new capabilities.
Must have proven hands-on technical and solutioning experience with various Esri software products to effectively lead, mentor, and empower the GIS team, and to exercise excellent judgment in providing customer support and advice.

MINIMUM QUALIFICATIONS:

Graduation from a four-year college or university with a bachelor's degree in information systems, computer technology, business, economics, or a related field; plus four years of programming/analysis experience, including one year of team lead or supervisory experience in a complex information systems or automated business environment.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
+ Bachelor's degree in Geographic Information Systems (GIS), Computer Science, Mathematics, or related STEM field.
+ 10+ years of proven hands-on experience with Esri software.
+ 10+ years of professional experience in architecting, implementing, and administrating enterprise IT-GIS solutions/systems that leverage the ArcGIS enterprise platform (desktop, server, and online).
+ 5+ years of demonstrated experience in supervising a GIS team and leading GIS project initiatives.
+ Knowledge of geospatial and mapping concepts such as spatial analysis, map projections, and more.
+ Programming and scripting experience with Python, JavaScript, and/or HTML5 (modern web frameworks).
+ Knowledge of integration of other enterprise systems (such as CMMS/EAM, CRM, ERP).
+ GISP and PMP certified.
PHYSICAL REQUIREMENTS:
Ability to use keyboard-driven equipment. Job is generally sedentary. All duties performed with or without reasonable accommodations.
