Summary This Direct-Hire position is located at the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Office of Operations (OO), Office of Finance, Budget, Acquisitions, and Planning (OFBAP), Office of Acquisitions and Grants Services (OAGS) which provides high quality support to FDA programs by managing all contracts and assistance agreements. This position is located in Beltsville, Maryland. Responsibilities Serve as an expert technical advisor to Center and Office staff in the development and management of contracts. Interface with OAGS senior staff, DHHS, and other Government agencies, and collaborates with counterparts to ensure that the OAGS’ objectives and policies are compatible with the needs, goals and policies of OFBA and the FDA. Supervise and provide technical guidance and advice to junior and senior contract specialist on all aspects of pre and post-award acquisition and contract activities. Assess developmental and training needs and provides guidance and direction to specialist in meeting training and certification requirements. Plan, organize, and direct all Branch functions which includes establishing short-term and long-term goals. Engage in all aspects of the planning, solicitation, source selection, negotiation, award and administration of negotiated contracts. Provide use of oral presentations to present recommendations regarding solutions to contracts, and to represent the Division Director at high level meetings with program officials and other senior contracting representatives. Utilize technical and business writing to document contract awards and correspond with stakeholders and contractors. Requirements Conditions of Employment Qualifications The position of Supervisory Contract Specialist falls under the 1102 occupational series. To qualify for this position at grade GS-14, you must meet all requirements by 11:59 pm EST on 05/17/2025. BASIC REQUIREMENTS, GS-1102 Series A. Completion of all mandatory training prescribed by the head of the agency, for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. -AND- B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. Training Requirements: Effective February 1, 2023, Civilian agencies transitioned from three levels of the Federal Acquisition Certification (FAC-C) program to one level FAC-C (Professional). A copy of the FAC-C (Professional) certification must be uploaded. Note: Current workforce members certified at Levels I, II, or III of the legacy FAC-C program should have been automatically certified in the FAC-C (Professional). Previous certifications will be recorded in FAI Cornerstone on Demand (FAI CSOD) transcripts. A DAWIA certification in contracting is equivalent to a FAC-C PC, provided the continuous learning criteria for FAC-C PC has been met. - AND- MINIMUM QUALIFICATION REQUIREMENTS: You must have one (1) year of specialized experience that is equivalent to at least the GS-13 grade level in the Federal service, which includes evaluating regulations, laws, and directives pertaining to Federal contracts and acquisitions; identifying deficiencies and problems and implementing recommended changes; and leading and guiding a team of employees in work activities. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
