    Job Description

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $150,000.00-$160,000.00

     

    THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE ENGINEER.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

     

    The Office of Agency Accountability is within the Commissioner’s Office and centralizes the agency’s internal oversight functions and supports management reforms. This Office serves as the agency’s central office for responding to inquiries from oversight agencies, oversees implementation of their recommendations and other critical reforms. ACS oversees some limited construction, equipment, and construction-related contracts. Because the services provided are of a technical nature, we are seeking an outstanding candidate to serve as the Engineering Audit Officer. The Audit Officer will ensure that the City has received appropriate value for contract work performed and ensures fairness in contractor billings prior to approving payment.

    Reporting to the Assistant Commissioner, the Engineering Audit Officer will be responsible for the following duties but not limited to:

    - Establish and implement procedures for conducting site inspections, including coordinating site visits with staff to assess technical and contractual compliance

     

    - Oversee and certify City-funded payments in accordance with NYC Comptroller’s Directive 7

     

    - Develop and streamline procedures for reviewing payment requests related to construction, equipment, and construction-related service contracts

     

    - Ensure all payment requests meet established criteria before certification.

     

    - Ensure thorough review of design documents, contract specifications, receipts, labor hours, costs, and other required documentation

     

    - Prepare certification letters, memos, analyses, and reports summarizing findings and recommendations

     

    - Monitor department productivity and prepare related progress reports

     

    - Participate in meetings with key stakeholders to discuss payment-related issues and provide technical expertise to resolve problems

     

    - Prepare audit documentation including memos, analyses, and draft audit reports, which may involve reviewing plans, drawings, specifications, field records, price analysis, and contractor reports.

     

    - Develop and implement procedures for efficient reviewing payment requests for construction, equipment, and construction-related service contracts

     

    - Interpret contracts and construction drawings accurately and effectively

     

    - Design and implement an audit program to expedite the review of contractor invoices

     

    - Assess construction quality and progress to ensure work is completed to standard before approving payments

     

    - Develop and evaluate cost estimates to ensure the fairness and reasonableness of contract pricing

    Qualifications

    1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
