Location : This position is on-site, located in Laurel, MD 20707. Role: Delmock Technologies, Inc. is seeking an Executive Operations Manager, Office of the CIO, to provide high-level administrative and operational support to the Office of the CIO at WSSC Water. This role is critical to maintaining the efficient day-to-day functions of the CIO and Deputy Directors by managing documentation, coordination, communication, and organizational tasks. As part of the strategic IT team, the Specialist will contribute to aligning technology initiatives with business goals and enhancing overall operational efficiency across the IT Department. Responsibilities: Oversees daily administrative operations within the Office of the CIO to ensure efficient workflow and task execution. Provides direct support to the CIO, including drafting correspondence, preparing reports and presentations, and compiling agendas and meeting minutes. Prepares documentation for Commission and leadership meetings, investigations, and special projects; attends meetings to support the CIO as needed. Prepares HR materials, including job descriptions, reclassification documents, hiring packets, onboarding/offboarding forms, and staffing rosters. Collects data and produces reports on budget, personnel, and operational systems; provides insights to support decision-making. Conducts in-depth research on complex topics and maintains organized reference files for IT leadership. Maintains and updates IT Department organizational charts. Manages the IT Department s intranet site; supports and advises on content updates across divisional sites. Analyzes administrative processes to streamline workflow, enhance reporting, and reduce costs. Evaluates and improves practices such as records management, form s control, office layout, and performance standards. Compiles operational reports (e.g., attendance, personnel changes, budget usage, performance metrics). Develops reports with actionable recommendations to resolve administrative or procedural issues. Responds to public inquiries and complaints, coordinating with officials for resolution. Interprets and communicates internal policies and procedures. Represents the CIO or senior officials in meetings when needed. Reviews internal communications and reports, providing summaries and recommendations. Coordinates training initiatives and maintains staff development tracking systems. Maintains internal contact lists and communication resources. Manages travel and lodging arrangements for staff. Updates the out-of-office calendar for the CIO s direct reports. Supports the IT Summer Interns Program. Minimum Requirements: Bachelor s degree with six (6) years of continuous responsible professional or supervisory experience in public administration or business management; or High school diploma with ten (10) years of such experience. Thorough understanding of public administration principles and data gathering methods. Strong written communication skills; able to draft clear reports, memos, directives, and letters. Ability to create comprehensive plans with minimal direction. Proven ability to plan, assign, and supervise work. Effective interpersonal skills; able to address public concerns with tact and professionalism. Skilled at building and maintaining productive internal and external relationships. Exceptional attention to detail and strong organizational skills. Sharp eye for identifying drafting errors in documents. Elevated l evel of personal integrity. Excellent oral and written communication abilities. Capable of managing multiple projects simultaneously. Preferred/Nice to Have Skills: Advanced proficiency with Excel, PowerPoint, Word, and Outlook. Proficient with Microsoft Project, Visio, SharePoint. Experience with tracking projects. Clearance: The ability to pass a background check is required for this position.
