In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024

_The Department of Children, Youth, and Families (DCYF) is seeking a visionary and strategic leader to serve as the Director of Equity & Systematic Development. This role is responsible for advancing agency-wide_ _equitable system, structural, cultural, and people changes and improving access and engagement by leading initiatives that address systemic opportunity, outcome, and service gaps._
_This position plays a critical role in shaping the agency’s internal and external approach to equitable systems change, overseeing complex programs, managing cross-agency strategies, and supervising a team dedicated to building inclusive and effective services for all Minnesota families, children, and youth._
_Responsibilities include:_
+ Leading and implementing systems change programs that align with DCYF’s equity and public engagement goals.
+ Developing and executing comprehensive plans and initiatives to enhance access, opportunity, and engagement across the agency.
+ Overseeing operational functions, budgets, and legislative initiatives
+ Building the agency’s capacity through tailored training programs and staff development to close equity gaps.
+ Hiring, training, and evaluating staff to ensure effective program implementation.
+ Forging partnerships with internal teams, community organizations, consultants, and government agencies.
+ Representing the agency in state-level meetings and respond to stakeholder concerns.
+ Supporting transparent and effective communication strategies with diverse communities and partners.
Minimum Qualifications

Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
AND
Four (4) years of experience in Demonstrated leadership in systems change, public engagement, or equity-focused initiatives and demonstrates the following
+ Leadership experience in an organization with 300 or more employees
+ Leading teams through systemic change
+ Proven experience developing and managing large-scale programs or projects with measurable impact and collaboration with staff ranging from division leadership to individual contributors.
+ Strong skills in training development, training and program facilitation, and organizational development.
+ Budget management and strategic planning experience.
+ Ability to cultivate inclusive partnerships and engage diverse communities.
+ Strong communicator with the ability to explain systems change, DEI concepts, intersectionality, and conflict management frameworks clearly and respectfully across diverse audiences—in writing and in person
+ Proven experience in assessing and improving policies, structures, systems, and organizational culture through a systems change lens
+ Skilled in identifying root causes of inequity and systemic gaps; experience in developing practical, cross-functional solutions for both programmatic and operational areas
+ Experienced in facilitating high-tension meetings and navigating challenging conversations with respect, sensitivity, and a solutions-oriented approach
Preferred Qualifications
+ Prior work within government, social services, or nonprofit sectors.
+ Experience with assessments and data-informed decision-making tools.
+ Familiarity with legislative processes and equity-centered policy development.
+ Ability to communicate complex ideas clearly and respectfully across diverse audiences, both in writing and in person.
