JOB SUMMARY: Under limited supervision, provides senior level professional support in environmental services.
POSITION SPECIFIC DUTIES: Under limited supervision, review and update policies and procedures for the Environmental Analyst Section. This position will formulate strategies for improving program-level efficiencies. Also supervise teams of environmental analysts [RCP140, Associate Environmental Analyst; RCP142, Environmental Analyst; and RCP143, Senior Environmental Analyst]. These teams are led by an RCP130 , Environmental Analyst Team Lead or and RCP131, Senior Environmental Analyst Team Lead. The Environmental Analyst Section Manager is responsible for ensuring that all studies and summary documents performed by environmental analysts are done in compliance with applicable environmental regulations and laws. This position will report to a Manager 3, Transportation Specialist (TRM032).
Additional duties include:
• Identify section & office objectives and develop sound strategies to achieve.
• Develop and implement program-level efficiencies.
• Provide quality customer service.
• Make correct inferences from available information and select the appropriate rule, policy, or procedure to follow.
• Communicate and work effectively with internal and external staff in a professional, cooperative manner.
• Communicate ideas and facts to individuals and groups.
• Adapt quickly to change including new policies and procedures.

• Travel statewide with occasional overnight stay.
• Occasionally work after normal business hours as needed.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
• Bachelor's degree from an accredited college or university AND four years of related experience
• OR One year of experience at the lower level Env Transportation Analyst 2 (RCP131) or position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
• Completion of a Bachelor’s degree from an accredited college or university or a closely related field.
• One years of experience serving in a supervisory position in a related area.
AGENCY PREFERRED QUALIFICATIONS:
• Completion of a Bachelor's degree from an accredited college or university in Environmental, Planning, Engineering, Law, Science (Ecology, Biology, etc.), or Social Science (Anthropology, History, etc.) AND
• Possesses four or more years of experience with GDOT’s NEPA/GEPA procedures including project schedules and the PDP.
• Experience utilizing strong leadership qualities and demonstrated experience inspiring, motivating, and guiding employees towards accomplishing Department goals.
• Experience, composing and preparing written information/materials that communicate facts, ideas, and messages in a succinct and organized manner and is appropriate for the intend ended audience.
• Experience developing program-level efficiencies.
• Experience running meetings
• Experience of generating and evaluating alternatives and recommending sound solutions.
• Experience developing new insight into situations and develop new methods and procedures where established methods are inefficient.
• Experience coordinating with designers, environmental specialists, and officials from other agencies and offices to ensure environmental compliance.

AGENCY PREFERRED COMPETENCIES:
• Demonstrated understanding of project schedules and the Department’s Plan Development Process.
• Demonstrated ability to communicate and work effectively with internal and external staff in a professional, cooperative manner to provide effective instruction and guidance to other environmentalists.
• Demonstrated experience in Primavera P6 and/or Primavera P6 Team Member software.
• Demonstrated ability to recognize and recommend opportunities to help the Department accomplish its mission.
• Demonstrated thorough knowledge of the organizational structure and functions of the Department and basic Departmental policies and rules.

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
