    About the Department:

    Risk Managementis responsible for identifying and evaluating the Council's exposure to loss through risk control and risk financing methods. The department develops, recommends, and implements appropriate risk management strategies and programs to protect the agency from the adverse impact of loss. The department self-administers all auto liability and workers' compensation claims.

    How your work would contribute to our organization and the Twin Cities region:

    The Claims Representative II, (Liability), will effectively handle a balanced workload while administering claims within the Metropolitan Council's self-insured program. You will evaluate and investigate auto and general liability and property damage claims. The person in this position must be comfortable with analyzing factual evidence, facilitating negotiations, file management, applying strategy, and skilled in business writing.

     

    What you would do in this job

     

    + Investigates and administers liability, no-fault, and property claims, auto and general liability claims affecting the Council; determines eligibility, administers, evaluates claims, and determines compensability.

    + Coordinates and initiates the investigation and preparation of claims. Ensures efficient processing, monitoring, and filing of claims; compiles reports of claim expenses, and claims status. Investigates and pursues subrogation/reimbursement opportunities.

    + Detects, investigates, and pursues suspected fraudulent claims.

    + Analyzes bills/reimbursements requests by reviewing supporting documentation and audits; authorizes or denies claims.

    + Investigate and adjust third-party bodily injury and property damage claims, process subrogation claims, and complete reports.

    + Confers with management and legal counsel in litigation; assembles necessary documents, evidence, and exhibits.

    + Works with consultants, attorneys, medical personnel, and claims adjusters contracted by the Council to review general liability and other claims and to gain information for claims management.

    + Assists with various projects, general requests for information, and other tasks as requested by the manager.

    + Provides work directions to the administrative support staff.

    + Performs other related duties.

     

    What education and experience are required for this job (minimum qualifications)

     

    Any of the following combinations of experience in any of the following areas: risk management, claims examination, claims administration, claims coordination/processing, claims management, property/casualty insurance management, paralegal with case management experience, AND completed education (degree field of study in risk management, accounting, business administration, insurance or related field).

     

    + High school diploma/GEDWITH seven (7) years of experience.

    + Associate degreeWITHfive (5) years of experience.

    + Bachelor’s degree or higher WITHthree (3) years of experience.

    What additional skills and experience would be helpful in this job (desired qualifications):

    + Experience administering liability claims.

    + Experience handling property damage claims.

    + Experience working with PIP or no-fault claims.

    + Experience with risk transfer through contracts.

    + Experience supervising outside counsel for lawsuits.

    + Experience with subrogation.

    + Experience with the conciliation court.

    + Experience working with diverse populations of internal and external customers.

    What knowledge, skills, and abilities you should have within the first six months on the job:

    + Knowledge of principles, practices, processes, and laws related to general liability in the State of Minnesota; federal, state, and local laws and regulations pertaining to risk management; claim adjustment, claim investigation, and claim management.

    + Basic skills with Word, Excel, Outlook, and risk management systems.

    + Ability to read, analyze, and interpret professional journals and technical procedures.

    + Ability to write reports and correspondence with strong detail orientation.

    + Ability to effectively present information and respond to questions from groups of customers or clients.

    + Skilled in persuasion in dealings with others both inside and outside of the department. (Interactions with others generally require influencing, instructing, and negotiating with individuals to gain their understanding, cooperation, and action).

    + Ability to promote an equitable, positive, and respectful work environment that values culture and diversity among all employees.

    + Ability to write business letters to internal and external customers.

    Full Salary Range: $38.26- $62.05 Hourly/$79,581- $129,064 Annually

    What your work environment would be:

    You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.

The Metropolitan Council considers felony, gross misdemeanor, and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
