Overview
Join our dynamic team as a System Engineer II, where you'll be pivotal in analyzing and implementing innovative solutions that drive our business forward. In this role, you will tackle moderate to complex technical challenges, enhancing data management and claims processing systems for NASCO and its partners. Collaborating with analytical staff, you'll develop business requirements, design test plans, and create thorough system documentation to ensure the reliable performance of our IT systems while implementing necessary enhancements and fixes. This opportunity allows you to showcase your technical leadership skills as you communicate project statuses and customer requests to management. You’ll be instrumental in defining development standards and troubleshooting IT software issues. Responsibilities
+ Works with Plan customers to interpret and clarify business requirements and test plans, and implements system enhancements and fixes to maximize NPS utilization and performance
+ Researches and resolves production issues so claims can be paid accurately and timely
+ Explores system capabilities to support specific business needs
+ Performs Estimates and Designs on small to medium CSRs (<1000 hours)
+ Participates in quality assurance and code reviews.
+ Serves as a team lead on small to moderate application development projects, as needed and assigned.
+ Provides support to the Plan to implement process improvements that enhance efficiencies and productivity
+ Provides support of both model office and production environments, including monitoring/balancing of inventory and system issues
+ Manages CSR workload by reviewing assigned CSRs to improve timely delivery and to, prevent aging
+ Provides peer reviews and walkthroughs of system enhancements
+ Generates ad hoc reports for the Plan customers to support research and analysis, recovery efforts, and post-implementation check out of system enhancements
+ Codes changes in accordance with the technical design documentation and coding standards.
+ Tests output against requirements to ensure the program functions as specified by the customer
+ Promotes code into appropriate systems while validating and monitoring the output to ensure the code works per requirements
+ Applies sound judgment, discretion and analysis in coordinating, developing and designing computerized information systems solutions for business problems to meet expanding or changing business requirements
+ Determines the economic and operational feasibility of using system solutions to satisfy information needs and presents proposals for system enhancements, improvement and/or replacement of existing systems.
+ Creates and maintains technical design documentation for quality control purposes
+ Performs other duties as assigned by manager or team lead
Qualifications
Required Knowledge, Skills, and Abilities:
+ General to working experience knowledge of Health Care industry
+ Proven experience displaying knowledge and capabilities in use of mainframe applications programming and file utilities
+ Demonstrates understanding in multiple functional areas, and the information technology associated with those areas
+ Knowledge of NASCO software development standards, coding standards and best practices or similar knowledge of other similar standards and practices
+ Specific system and product knowledge depending on the assignment
+ Working knowledge of business software applications (Word, Excel, PowerPoint)
+ Very strong conceptual, analytical, and problem solving skills
+ Excellent time management skills in supporting a variety of projects in addition to an understanding of the ways in which information technology can be applied within the enterprise
+ Proficient in all phases of system development life cycles and knowledgeable of disciplined project management methodologies
+ Very good interpersonal skills, including teamwork, facilitation, negotiation and leadership skills
+ Ability to communicate effectively when dealing with internal and external customers and suppliers both in writing and verbally
+ Ability to read application code and develop macros
+ Demonstrates flexibility to deal with people at a variety of levels, internally and externally
+ Ability to provide guidance to customers on moderate to complex system enhancements
+ Ability to provide high level estimates and designs for system enhancements
+ Ability to maintain awareness of state-of-the-art development tools, programming techniques, problem solving techniques, and computing equipment
+ Ability to assess and determine impacts of changes to the system
+ Experience in all phases of system development life cycles
+ Proven experience leading, supervising, and mentoring System EngineersProven experience serving as a Technical Leader on Projects
Required Experience:
+ 4 years analyzing requirements and coding computer applications
+ 4 years analyzing and coding healthcare insurance computer applications
+ 4 years of programming experience in either mainframe or mid-tier applications, preferably in TPS/NPS environment: common
+ 4 years of customer facing experience
+ 4 years of proven experience in developing and implementing software testing strategies
+ 4 years of proven experience working with customers and end users
+ **Specific technical requirement** : Mainframe and ETL technologies: SSIS, SSRS, SQL, SFTP, NDM, JCL, DB2, VSAM, COBOL, CICS, MS Access
Required Training and Education:
+ Bachelor’s degree with a computer science, engineering, business or mechanical engineering major or related field or equivalent experience
Preferred Certification:
+ Certification in a relevant software discipline
Working Conditions:
+ **Location** : Home office / Remote
+ **Travel** : Occasional travel for meetings to the office or other areas
+ Participation in the on call 24/7 support team
+ May require after hours work if a system outage and/or security incident occurs
+ May work occasional weekends
