INTECON, LLC is seeking an experienced and credentialed Program/Project Manager III to lead the planning, execution, and oversight of HM&E engineering and technical support programs for U.S. Navy Submarine systems. This role requires demonstrated leadership in managing cost, schedule, and technical performance across multi-stakeholder DoD environments.
Roles and Responsibilities:
The roles shall include:
+ Manage end-to-end project lifecycle for HM&E modernization efforts, including budgeting, resource planning, scheduling, and risk mitigation.
+ Interface with NSWCPD Code 24 leadership, Program Executive Offices (PEOs), ISEAs, and shipyards to coordinate and align program objectives.
+ Develop and maintain Integrated Master Schedules (IMS), POA&Ms, and financial forecasts to support stakeholder visibility and sponsor reporting.
+ Lead multidisciplinary project teams and subcontractor coordination, ensuring contract compliance and performance against objectives.
+ Oversee development and submission of CDRLs, technical data packages, and meeting materials for Government review.
+ Manage issue resolution, change control, and continuous performance tracking for multiple concurrent submarine-related task orders.
Qualifications:
Education:
Bachelor's degree in Engineering or a Business-related discipline from an accredited university.
Experience:
+ Minimum of 10 years of experience in project and contract management, including financial oversight, scheduling, and resource control.
+ Demonstrated experience managing projects related to HM&E systems onboard U.S. Navy Submarines, including coordination of engineering, technical, and logistics support.
+ Proven track record of meeting contractual requirements, delivering technical quality, and ensuring performance on schedule and within budget.
+ · Familiarity with Navy program offices (e.g., PMS397, PMS435), maintenance infrastructure, and acquisition lifecycle processes.
Preferred Certifications and Training:
+ Project Management Professional (PMP) certification is required.
+ DoD Acquisition Management (DAU Level II or III)
+ Earned Value Management (EVM) Training
+ NAVSEA Planning and Execution Training
+ Agile or Lean Program Management certification (e.g., SAFe or Lean Six Sigma)
Proficiency in:
+ Microsoft Project, Excel, PowerPoint, and SharePoint
+ POA&M and IMS development and control
+ DoD or Navy financial systems and Earned Value reporting tools
+ Communication with multi-level stakeholders, from Flag-level to program analysts
Security Clearance:
Must possess and maintain a SECRET clearance.
