HR Specialist - Teaching and Non-Teaching Instructional Staff

The Human Resources Specialist plays a vital role in managing personnel processes for both full-time and part-time instructional staff, with a focus on adjunct appointments and reappointments. This position ensures accuracy, compliance, and confidentiality in all personnel actions. The incumbent collaborates closely with Academic Affairs, Payroll, Budget, the Provost’s Office, and University offices, and serves as a key resource to the College community on HR-related matters, particularly those involving instructional staff.
Duties and Responsibilities:
• Review, process, and maintain personnel records for Teaching and Non-Teaching Instructional Staff, ensuring data integrity and confidentiality.
• Monitor, track, and process sabbatical and special leave requests, as well as eligibility for tenure, Certificate of Continuous Employment (CCE), and Article 13.3b consideration for HEO-series employees.
• Review and process salary increases for part-time and full-time teaching and non-teaching instructional staff.
• Submit personnel actions through HR systems for review and approval by the Finance and Administration Committee and/or the Board of Trustees.
• Review adjunct appointment and reappointment Personnel Action Forms (PAFs) for completeness and accuracy; submit approved actions to Payroll.
• Collaborate with College departments, the Office of the Provost, Budget Office, and University Payroll to ensure timely processing and resolution of any discrepancies.
• Upload appointment and payroll documentation to the University Payroll Office via the Tumbleweed system.
• Assist with the adjunct onboarding and data entry in the HR system, ensuring adherence to institutional policies and procedures.
• Monitor and report on adjunct overload assignments to ensure compliance with contractual limits.
• Assist in communicating updates on HR policies and procedures impacting adjunct and instructional staff.
QUALIFICATIONS
Bachelor's Degree and four years' related experience required.
70% in person is required.
Preferred Qualifications:
• Familiar with the PSC-CUNY Collective Bargaining Agreement strongly desired.
• Strong attention to detail and ability to meet deadlines in a fast-paced environment.
• Experience using PayServ, PeopleSoft, or CUNYfirst preferred.
• Proficiency in Microsoft Office and human resources information systems.
• Excellent organizational, written, and verbal communication skills.
• Demonstrated customer service orientation and ability to build effective relationships with College staff.
• Strong problem-solving, critical thinking, ethical decision-making, and interpersonal skills.
• Ability to work independently, under supervision, and collaboratively within a team environment.
CUNY TITLE OVERVIEW
Develops and administers processes and policies regarding Human Resources.
- Advises employees and managers on Human Resources policies and guidelines; provides a high level of customer service in assisting members of the College community
- Supervises and administers one or more human resources programs such as recruiting, pay administration, employee orientation, employee benefits, data entry and recordkeeping, and performance appraisal/reappointment practices
- Maintains an in-depth understanding of CUNY rules and regulations, relevant laws and guidelines, collective bargaining agreements, and College policies, and applies these to his/her areas of responsibility
- Investigates regarding sensitive employee issues or complaints
- Helps create innovative communications such as manuals, web pages, or employee meetings and provides these to the College community
- Performs related duties as assigned.

COMPENSATION AND BENEFITS
Salary commensurate with education and experience, $84,011.
CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employee will be adjusted by 6.09% with additional increases of 3.25% effective 9/1/2025 and 3.5% effective 9/1/2026, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
