Are you a skilled communicator with strong facilitation and project management abilities, eager to innovate and enhance policies, procedures, and processes within state government operations? The Department of Revenue is seeking to fill a permanent position on the Operations Policy Team.
This team proactively creates, reviews, and updates administrative policies and procedures.
In this role, you will have the opportunity to lead organizational change and improve the employee experience across the agency. As a member of the Operations Policy Team, you will:
+ Oversee the development and implementation of new and existing state and agency operational policies, practices, and procedures.
+ Develop comprehensive implementation plans—including scope, communication strategy, timelines, and resource allocation—to document critical business operations and ensure timely execution and communication.
+ Lead the facilitation, development, and documentation of critical processes and procedures to ensure continuity of key agency functions.

_This position is eligible for hybrid telework. Effective June 1, employees living within 50 miles of the office will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location._
_Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move farther away._
Minimum Qualifications
+ Three (3) years* of advanced-level professional analysis experience
*A bachelor's degree in a closely related field as determined by the agency may substitute for one year of experience; associate degree may substitute for six months of experience.
Applicants who meet the above experience requirements will be further evaluated based on the following:
+ Exceptional written and oral communication skills to effectively develop and present on operational policies and procedures
+ Strong project management or facilitation skills
+ Ability to prepare comprehensive reports, policies, and procedures
+ Ability to identify, evaluate, negotiate, and resolve critical management issues
Preferred Qualifications
+ Strong collaboration skills with the ability to engage subject matter experts and build effective cross-functional partnerships.
+ Proven experience leading organization-wide planning efforts, managing timelines, deliverables, and multiple high-priority projects.
+ Skilled in driving process improvements and leading change initiatives with sound judgment and strategic thinking.
+ Excellent interpersonal and communication skills, with the ability to influence outcomes and navigate complex, ambiguous issues.
+ Committed to fostering a diverse and inclusive workplace where all individuals are valued and supported.
+ Experience balancing multiple projects with fluctuating deadlines while maintaining meticulous attention to detail
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
Additional Requirements
