Position Overview
We are seeking a visionary and accomplished leader to serve as Division Director, Youth Workforce—a key member of QCH’s Program Leadership Team. This strategic role provides oversight of a $4 million portfolio of high-impact young adult programs across Queens. The successful candidate will demonstrate a strong track record in youth development, program management, and stakeholder engagement.
Key ResponsibilitiesStrategic Leadership & Vision
+ Provide strategic oversight of six workforce development programs, ensuring progress toward enrollment, retention, and employment goals:
+ Young Adult Food Sector Employment Initiative (YAFSEI)
+ YouthBuild Queens
+ Summer Youth Employment Program – Career Ready (SYEP-Career)
+ Neighborhood Inter-generational Chore & Errand Program
+ College & Career Pathways
+ Community Resources for Employment and Development (CRED)
+ Launch initiatives aligned with QCH’s mission, funder priorities, and evolving community needs.
+ Use data to monitor and report on contract deliverables, driving continuous improvement.
+ Analyze labor market trends and policy shifts to inform program strategy and ensure compliance.
+ Represent QCH in external forums and advocacy groups, contributing thought leadership in youth workforce development.
+ Conduct biannual program reviews to ensure alignment with organizational goals and identify opportunities for improvement.
Program Management & Operations
+ Oversee day-to-day operations and long-term planning for all youth workforce programs.
+ Ensure 100% compliance with contractual, regulatory, and reporting requirements.
+ Lead monthly internal audits for financial and operational effectiveness.
+ Implement quality improvement processes to boost program outcomes (e.g., enrollment and job placement).
+ Supervise five senior program leaders with weekly check-ins and annual performance evaluations.
+ Achieve a 90% staff retention rate through effective onboarding, coaching, and leadership development.
+ Plan and execute annual events celebrating youth achievements and community engagement.
+ Enforce safety and risk management protocols with zero critical incidents.
+ Monitor and manage individual program budgets monthly and prepare documentation for annual audits.
Partnership & Stakeholder Engagement
+ Cultivate and maintain strong partnerships with key stakeholders, including DOE, DYCD, CBOs, and private funders.
+ Collaborate with the Associate Executive Director (AED) of Young Adult Services to establish at least five high-level employer partnerships annually.
+ Conduct outreach to local businesses to support job development and internships.
+ Participate in advocacy initiatives promoting equitable workforce access for young adults.
+ Support grant writing and ensure timely, accurate reporting to funders.
Qualifications
+ Bachelor’s Degree required; Master’s Degree preferred.
+ Minimum of three (3) years of experience in workforce programs.
+ Experience working with the opportunity youth population and in workforce development.
+ Demonstrated ability to respond to changing circumstances and priorities.
+ Proven experience managing government contracts and performance-based deliverables.
+ Skilled in conducting research and organizing data for program development.
+ At least three (3) years of experience supervising multiple staff.
+ Excellent interpersonal, organizational, multi-tasking, and communication skills.
+ Ability to maintain confidentiality and use appropriate discretion.
+ Strong computer skills and willingness to learn new systems and tools.
