Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Responsibilities You will formulate, plan, execute and assess science and technology engagement campaigns within the USINDOPACOM AOR. You will promote interoperability and cooperation, consistent communication and engagement with US defense organizations and ally/partner counterparts. You will work closely with the INDOPACOM J81, J5 and J7 ensuring US forces can take advantage of technology experimentation conducted in partner nations. You will direct a team of team of government and contractor engineers, operators and logistician personnel executing USINDOPACOM ST and E Operations, Activities, and Investments in support of their assigned engagement plans. You will evaluate plans and employ innovative techniques and methods to achieve OA and Is in support of Command A and P. You conduct engagement reviews and develop engineering-based evaluations, technical justifications of feasibility, practicability, and technical soundness, recognizing priorities as well as the urgency of the situation. You will develop, execute, and review STE that may span multiple engineering disciplines and requires application of knowledge of engineering and scientific fundamentals. You will perform complex and comprehensive engineering-based analyses to derive executable ST engagement plans using systematic, disciplined, and quantifiable approaches. You will perform multidisciplinary professional engineering and strategy development work merging engineering and scientific disciplines with international relations, policy/law, and national and INDOPACOM strategy. You will use broad experience in practical engineering to identify which technology priorities of AP best align with engagement strategies to cooperate in the acquisition, development, and demonstration of military capabilities. You will serve as the Command’s technical expert on the ST capabilities of countries within their assigned region. You will study, analyze, and provide engineering judgment from best practices, concepts and principles to report on requirements and capability gaps to strategize how these are best addressed by proposed technology-centric solutions. Requirements Conditions of Employment Qualifications There is a Basic Requirement to hold an 0801 position in the federal service. See the "Education" section of this announcement for details. In addition to meeting the Basic Requirement, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector applying knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services; knowledge of the principles of planning and project management; standard acquisition regulations, practices, and procedures; and other engineering disciplines used in support of sustainment, modification, and maintenance programs to perform the following: 1) Apply broad professional knowledge and skill to a wide range of engineering theories, concepts, principles and methods. 2) Provide specifically tailored advice to Senior Military or Civilian leadership on technology engagement priorities. 3) Devise, oversee and evaluate plans to support national, DoD and/or INDOPACOM international policy objectives through understanding and synthesis of a broad spectrum of differing technologies tailored to match the priorities of the ally/partner. 4) Adapt precedents and modify technology applications to suit needs of new allies and partners. 5) Serve as a program and engineering manager for the portfolio of S&T projects to be executed in the country/regional plans they develop. 6) Prepare, present, and evaluates engagement plans and execution activities; 7) Communicate technical and programmatic/policy information to both technical and non- technical senior leadership. 8) Devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes and to gather, assemble, and analyze facts, form conclusions, devise and recommend solutions to problems. 9) Communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education To meet the Basic Requirement for the GS-0801 General Engineer you must have: A. A Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Additional Information You will serve as a Technical Advisor (Engineer) and Regional Science, Technology and Experimentation Engagement Expert in the Science and Technology Division (J85), Resources and Requirements Directorate (J8), Headquarters, United States Indo-Pacific Command (HQ USINDOPACOM). The Science and Technology Division manages all Science and Technology (S&T) functions for the Resources and Requirements Directorate (J8) and provides S&T advisory services to Commander USINDOPACOM and across the Directorates. The Operations Directorate plans, directs and supervises all aspects of military deployments and operations throughout the US Pacific Command Area of Responsibility in order to deter aggression, advance regional security cooperation and promote peaceful development in the Asia-Pacific region and if necessary, respond to crisis and fight to win. Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire. This position is eligible for part time, situational or ad-hoc telework at the discretion of management. Relocation expenses or relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations. PCS is not authorized. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary.
