    The Colorado State Board of Land Commissioners is a unique, entrepreneurial agency within Colorado state government. The agency manages a constitutionally created 148 year old, multi-billion dollar endowment of assets for the benefit of Colorado's K-12 school children. The endowment holds more than 3 million acres of land and 4 million acres of minerals that are carefully managed for grazing and agriculture, natural resource extraction, renewable energy, recreation, commercial real estate and other uses. Over the past several years, the revenues generated by these activities have funded the construction or renovation of more than 500 schools around the State. The State Land Board (SLB) is composed of six primary work groups. Asset Management incorporates our District field offices, Resource Extraction, Real Estate and other programs. The Service groups include Transactions and Records Services (TRS), Data Services/GIS, Finance and outreach/external affairs.

     

    The Transactions and Records Service (TRS) business unit is responsible for the processing of all State Land Board revenue generating contracts (e.g. leases, rights-of-way contracts, real estate, renewable energy, minerals, etc.). TRS builds, manages, and maintains contracts for 7,200 mineral and surface contracts (aka leases) which carry unique terms and conditions. This main function includes drafting contracts; approving and maintaining contract templates; processing and determining processing steps of applications to fully executed contracts; compiling and managing contract files; and assembling and administering bond and insurance compliance requirements of the State Land Board (SLB). The unit is responsible for ensuring all necessary documents have been executed within set parameters by the SLB and are in compliance with Board policies and procedures and state and federal law. TRS is responsible for establishing records management principles and procedures, and automated records management systems for the agency to aid in the capture, classification, and ongoing management of records for public and institutional memory. TRS processes all Colorado Open Records Requests for the agency as required by law.

    Description of Job

    This position is a part of the TRS team supporting the State Land Board’s Rights-of-Way (ROW), Renewable Energy, and Tower business lines. ROWs are used for public or private roads, telephone and electrical lines, utility transmission corridors, oil and gas pipelines, water lines and ditches. ROWs are encumbrances on trust lands allowed under the terms of a contract. Renewable Energy includes solar and wind energy planning leases, as well as solar and wind energy production leases. Towers include transmission sites for communication uses.

     

    Contract/Lease processing is a key responsibility of the Technician. The Technician uses established processes, records management protocols and data management guidelines to facilitate fully executed contracts. The software tools used to accomplish the ROW responsibilities include using the agency’s NetSuite software “ATLAS,” Laserfiche, Microsoft and Google products, Adobe, DocuSign, and the agency’s website. These systems are interconnected and are required to perform the duties of this role.

     

    This position is responsible for following established processing guidelines for contracts/leases and administering file management protocols that have been adopted by the agency. This role also engages in identifying opportunities for process improvement with Lean concepts and principles.

    Minimum Qualifications:

    Three (3) years of experience in an office environment performing administrative support functions similar to processing contracts, data entry and electronic file management.

    - OR -

    A combination of related education and/or relevant experience in an occupation related to the work assigned equal to three (3) years. Related degrees would include paralegal studies, business administration, or communications.
