Description of Job
This is a term-limited position with an anticipating end date of June 30, 2026 contingent upon funding.
This position has the potential to become permanent, subject to funding. This position is eligible for full benefits.
This position is an individual contributor for training development and delivery of CORE (Colorado Operations Resource Engine) applications, including identification of training requirements by conducting a skills gap analysis, conducting surveys, and evaluating results.
The position is responsible for planning, organizing, and implementing training activities to close gaps identified from the gap analysis. The position develops training goals and objectives as established by higher management and determines the process of training, including design. Position uses judgment in tailoring existing guidelines to be applied to training needs.
Position explains work processes, conducts training, and advises departments on the use of CORE Operations applications. The position is responsible for coordinating and collaborating with subject matter experts in CORE Operations to achieve aspects of statewide centralized training development and delivery of CORE training initiatives. Position conducts post training delivery analysis, which includes evaluating effectiveness and alignment to goals, and implementing modifications as necessary.
Position creates, facilitates, and delivers structured learning experiences, such as online courses, webinars, how-to videos, job aids, and website content.
Position provides support to the work unit through as-needed development, end-user support, communications, and website content. Position has been repurposed as CORE applications have expanded to include payroll and employee self-service.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Instructional design and project management
To design and develop effective, content-rich training that meets the needs of end users and vendors. Working with subject matter experts and agency contacts to identify the target audience's needs, the training is expected to be relevant, cost-efficient, and reusable when applicable. Position recommends and supports the development of training strategies to identify training needs for new employees, system upgrades, and other potential changes to business processes.
Position accesses and evaluates existing training to identify the need for changes to re-align with system and business process updates, and to evaluate the effectiveness of the training method of delivery, retention, and utilization. Any new processes require approval of the Training and User Support Manager.
Position manages CORE training environments and User IDs to ensure that the environments are available to be used by instructors and students in instructor led training (ILT) courses as they occur.
Position provides guidance to the CORE Help Desk team in the development of training materials. Position serves as a Learning Management System (LMS) administrator for CORE courses and training content. Position posts courses to the LMS, provides LMS reports to management, and troubleshoots course registration and reporting issues.
End user support
Position serves as first level (Tier 1) help desk analyst on the CORE User Support team. This position, along with two others on the CORE Help Desk, is the first point of contact for users and vendors facing system issues. It is responsible for quick and accurate ticket resolution or routing to Tier 2 teams. Notify team management of widespread or business-critical service issues when they occur and assist with follow up with all parties in those instances.
Provide input to the knowledge base or process/procedural documents related to User Support processes or other team documents, and perform other duties as requested. End user support duties require a combination of technical and interpersonal skills.
Other duties and special functions
Including, but not limited to, conducting research for State of Colorado training requests, drafting training outlines and communications, updating training materials, and providing training knowledge support to other teams in the delivery of training workshops or webinars.

MINIMUM QUALIFICATIONS:
Experience Only:
Must show at least six (6) years of experience in organizational needs assessments. This includes designing and developing strategies for organizational development. Experience should cover data processes and both in-person and virtual training opportunities
OR
Education and Experience:
A combination of at least six (6) years of related education and/or relevant experience with a progressive background in performing organizational needs assessments. This includes designing and developing strategies for organizational development. Experience should cover data processes and both in-person and virtual training opportunities.
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
+ Previous State Service related to the work assigned to the position
+ Exceptional communications skills which include the ability to adapt verbal communication style to various situations and all levels within the organization as well as writing skills that produce documents which are formal, comprehensive, persuasive and understandable
+ Fluency in Microsoft Office Suite (Access, Excel, Word, and Outlook), and Google (Calendar, Documents, Sheets, Drive, etc.), as well as the ability to quickly learn and apply other software skills
+ Customer service skills
+ Experience planning, coordinating, creating and distributing communications to a variety of audiences
+ Deep knowledge and experience with the Articulate 360 suite with the ability to create engaging e-learning modules.
Conditions of Employment:

Comparative Analysis Process
The comparative analysis process for this position may consist of a structured application review, an online assessment and a structured interview.
