ABOUT THE WORK UNIT
The mission of the Colorado Division of Fire Prevention and Control (DFPC) is to serve and safeguard the people and protect the property, resources, environment, and quality of life in Colorado. DFPC’s vision is to be the Nation's premier state fire organization by acting with foresight, providing bold leadership, enhancing our partnerships, and exemplifying the highest level of professionalism in fire prevention and protection, while building a safe and supportive work environment for our employees.
The Division achieves this mission and vision through its four (4) Sections: Center of Excellence, Fire and Life Safety, Professional Qualifications and Training, and Wildland Fire Management. Each of the four sections serve Colorado’s fire community in a different capacity- from training firefighters to technological advancements in public safety, responding to and managing wildfires to building code enforcement, DFPC is dedicated to serving and safeguarding the people of Colorado while protecting property, resources, environment and quality of life.
One of the Wildland Fire Management Section’s (WFMS) primary roles is to assist and support local agencies with a range of wildland fire management programs including administrative, technical, preparedness, planning, response, and prescribed fire and fuels functions. Wildland fire management in Colorado is a cooperative, interagency partnership between local, county, state, tribal, and federal entities. Wildland fire protection responsibilities on non-federal lands in Colorado follow a hierarchy of: local jurisdiction > county sheriff > and finally to the State of Colorado (DFPC). WFMS plays a crucial role in coordinating with external partners and representing Colorado at both regional (multi-state) and national levels.
Within the WFMS Section, the Fire Planning Branch is responsible for: maintaining situational awareness of potential and actual incidents within the State and nation; supporting fire operations by assessing and providing intelligence information on location, fuels, fire behavior, fire modeling, values at risk, etc.; facilitating communication and information sharing between federal, state, and local agencies within Colorado, the 5-state Rocky Mountain Area (RMA), and across the country; assessing and compiling data, and developing products, reports and recommendations for various programs (e.g. fire occurrence and impacts, resource utilization, fuels treatments, etc.); and supporting DFPC and CDPS leadership decision making with recommendations and intelligence products.
The DFPC Multi-Mission Aircraft (MMA) Unit is an aviation-based Incident Awareness and Assessment (IAA) program that performs wildfire fire detection along with mapping, monitoring, reconnaissance, and surveillance of wildfires and other all-hazard incidents. The program consists of two Pilatus PC-12 airplanes outfitted with state-of-the-art Electro-Optical (EO) and Infrared sensors (IR) airborne imaging systems operated by sensor operators.
ABOUT THE POSITION
Multi-Mission Aircraft (MMA) are equipped with modern sensing, processing, and communication systems to allow for gathering and disseminating real-time incident information. The Multi-Mission Aircraft Manager analyzes and synthesizes the data that is gathered, and integrates that information into Colorado's Wildfire Information Management System (CO-WIMS) so that it can be available to wildfire managers across the state. The MMA Manager provides decision support to all participants in Colorado's interagency wildfire management system. The MMA Manager may assist with performing aerial supervision and assistance to Incident Commanders (IC) regarding fire behavior, weather monitoring, assisting crews with access, operational mapping, and communication links. This position requires unusual specialized experience and knowledge. This position reports to the MMA Captain.
Wildland Firefighting Preparedness
+ MMA Managers are tasked with preparedness to assure that resources are mission ready to respond to new incidents. The preparedness process includes routine pre-season actions as well as incremental in-season and daily actions conducted in response to increasing fire danger and to ensure mission readiness. Examples of this include, but are not limited to:
+ Obtains daily shift briefings with the pilot, mechanic, MMA Captain, and duty officer on pending missions, weather forecast statewide, upcoming maintenance on aircraft, national and local fire situation, fire weather, and planned missions of the day;
+ Participates in pre-mission planning and briefings, understands information sources for mission planning;
+ Prepares aircraft for daily operations; assures familiarity with aircraft;
+ Assists flight crew with any needs or requests;
+ Assists intelligence officer with data review and analysis;
+ Maintains situational awareness to ensure safe flight operations;
+ Maintains appropriate level of mission response readiness;
+ Uses and understands multiple communication systems in and on aircraft, including multi-channel radios; AM radios, etc; uses appropriate radio etiquette, what each radio is used for and more;
+ Uses knowledge of fire behavior, fire danger, and fire weather, to determine mission safety and preparedness;
+ Uses aircraft missions systems and situational awareness software; ensures thorough understanding of updates, new systems, and processes including naming conventions of files, and end user upload of files.
+ Ongoing training on situational awareness software programs, MMA communication & navigation systems, intelligence needs and more.
+ Ongoing training to ensure thorough understanding of aircraft maintenance assistance, including how to operate aircraft tugs, and move the aircraft in & out of the hanger; demonstrates safe operating practices around the aircraft.
+ Requires the ability to perform duties under stressful and adverse operating conditions, such as long hours, heavy workloads, emergency situations, adverse working and environmental conditions, and while aboard a fixed wing aircraft for extended periods.
+ Requires working knowledge of fire behavior, fire dangers, fire weather, land management policies, resource values, DFPC directives, and current aviation safety practices and procedures.
+ Work schedules will be expected to be flexible and modified at times to fit the business need based on fire conditions.
+ Participates in regular physical training and conditioning during work hours to maintain fitness levels as directed by supervisor.
Wildland Fire Detection and Flight Operations
MMA Managers provide oversight to MMA operations in support of fire detection, fire suppression, wildland urban interface situations, prescribed fire mapping and other management projects while demonstrating effective foundation skills of leadership, risk management, and communications. This includes, but is not limited to:
+ Provides aerial decision support in the suppression of wildland fires. Coordinates with established mission contacts; helps determine incident needs and suppression strategies utilizing data received from flights.
+ Collaborates with ground personnel to develop understanding of mission requirements.
+ Size-ups the mission, creates a plan of action, assigns tasks and responsibilities for positions in the aircraft for each mission.
+ Coordinates with pilot in command (PIC) and provides mission information and flight direction.
+ Uploads the mission into the IAA platform, evaluates the plan of action and makes adjustments to the plan when necessary.
+ Operates aircraft mission software in flight. This includes, but is not limited to;
+ Loads fire/detection locations into aircraft mission systems;
+ Operates EO/IR sensor to obtain mission data;
+ Creates point of interest data in aircraft mission systems;
+ Creates fire perimeter data in aircraft mission systems;
+ Creates route data in aircraft mission systems;
+ Creates range and bearing data in aircraft mission systems;
+ Completes mission size-up and provides information to appropriate party or dispatch center;
+ Takes snapshots of points of interest in aircraft mission systems;
+ Records video clips of critical mission information;
+ Uploads all required data to CO-WIMS system;
+ Verifies data in CO-WIMS system;
+ Communicates and sends maps with ground party via VHF or 800 MHz radio;
+ Provides size-up and critical mission data and information to Incident Commander or appropriate point of contact, including maps, conditions, new starts and more.
+ Communicates current and expected fire and weather conditions.
+ Communicates and coordinates with appropriate dispatch center for ordering, assignment, and release of MMA in accordance with needs of fire management and incident command personnel.
+ Troubleshoots all mission systems in the event of system failure, emails or chats with vendor for assistance with troubleshooting
+ Debriefs all missions with flight crew; provides any squawks to maintenance for repair, coordinates with the MMA Captain as needed.
+ Requires the ability to perform duties under stressful and adverse operating conditions, such as long hours, heavy workloads, emergency situations, adverse working and environmental conditions, and while aboard a fixed wing aircraft for extended periods.
+ Requires working knowledge of fire behavior, fire danger, fire weather, land management policies, resource values, DFPC directives, and current aviation safety practices and procedures.
+ Work schedules will be expected to be flexible and modified at times to fit the business need based on fire conditions.
+ Work duties include participation in physical conditioning activities for up to one hour each day.
MMA Program Support and Other Duties as Assigned
+ Manages day-to-day Multi-Mission Aircraft (MMA) operations. Ensures that appropriate records related to the MMA program are completed and maintained. Coordinates with the MMA Captain as needed, and other duties as assigned. This includes, but is not limited to:
+ Ensures Daily MMA reports are thorough and completed;
+ Completes required mission billing documentation;
+ Downloads mission data from aircraft mission systems to mission data storage system;
+ Provides quality assurance on MMA products created during their shifts;
+ Reviews long-term schedules in conjunction with planned events and staffing needs;
+ Conducts training processes and guidance for the MMA managers to achieve work assignments safely, correctly, and in a timely manner, while managing risk.
+ Conducts on-going training and professional development State of Colorado; CDPS, DFPC & WFMS standard operating policies, procedures & guidelines. This includes time-keeping systems, time & leave policies, incident documentation requirements, travel & purchasing policies and more.
+ MMA may be requested to assist with all-hazard missions, including search and rescue and crew transport.
+ Coordinates and manages program education and outreach including recruitment events, public events, and tours.
+ Assists with other WFMS programs. This may include: fire suppression, prescribed fire and fuels treatments, equipment management and maintenance, fire prevention programs, fire reimbursement and billing, management of fire caches and supplies, etc.
+ Assists other DFPC programs with reports, data entry, filing, training and testing, inspections, research, etc. as needed to support the mission of CDPS and DFPC.
+ Other duties as assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications
+ Qualification to the NWCG Firefighter Type One (FFT1).

+ Two (2) years of documented wildland firefighting experience.
+ At minimum, one (1) of those years with primary duties in an aviation-based Incident Awareness and Assessment (IAA) or similar incident situation and intelligence program.
+ Successful candidate will be required to attain:
+ Interagency Aviation Training, Fixed Wing Flight Manager - Special Use within one year of hire; and
+ Must complete DFPC MMA Manager Task Book & Training Curriculum within six (6) months of employment.
Required Competencies
+ Demonstrated effective computer based knowledge and skills.
+ Ability to fly in a fixed wing aircraft for extended periods (up to 4 hours) in turbulent conditions.
Exceptional candidates may possess the following preferred qualifications and experience
+ Four (4) + years of documented wildland fire, fire service, fuels management or related experience
+ Additional documented experience in an aviation-based Incident Awareness and Assessment (IAA), or similar incident situation and intelligence program
+ Previous experience with state level fire programs, with a preference for experience with the state of CO fire programs.
+ Exceptional candidates will also have one or more of the following NWCG qualifications
+ Single Resource Boss position (CRWB, ENGB, FELB, FIRB, HEQB or HMGB),
+ Incident Commander Type 5 (ICT5) or higher;
+ Strike Team or Task Force leader or higher Operation Section qualification.
+ Air Tactical Group Supervisor (ATGS).
+ Previous aviation experience, qualifications, and certifications.
+ Previous experience with search & rescue missions.
+ Working knowledge of ESRI ArcMap.
+ Demonstrated commitment to public service and community involvement.

CONDITIONS OF EMPLOYMENT

+ Position may be required to attain additional training and/or certifications within a specified period of time, per current DFPC qualifications and professional development Standard Operating Guidelines and Policies.
+ Current valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 30-days of hire. Ability to operate motor vehicles and to travel extensively throughout the state in a variety of weather conditions.

+ This position is a public safety officer as defined by 42 U.S.C. § 3796b Sec. 1204 (9).
+ Must be willing to travel to wildfire incidents, severity assignments, and pre-position assignments throughout Colorado, and across the nation at times. Assignments may last for two weeks or longer.
+ Wildland Firefighters need to be familiar with and frequently use flammable liquids and solids in the performance of aviation operations and various prescribed fire and tactical firing tasks. This includes the preparation, implementation and storage of drip torch fuel, Fire Retardant, Water Enhancers, Aluma Gel, Phosphorus and cleaning chemicals.
+ Applicants must be willing to be fingerprinted, successfully pass a polygraph, driver history check, drug screen, and a medical physical exam as a condition of hire.
+ Must be willing to travel to wildfire incidents, severity assignments, and pre-position assignments throughout Colorado, and across the nation at times. Assignments may last for two weeks or longer.
+ Ability to fly in a fixed wing aircraft for extended periods (up to 4 hours) in turbulent conditions.
+ Ability to obtain IAT Fixed Wing Flight Manger, Special Use certification (Within one year of date of hire, unless otherwise approved by the MMA Unit Chief)
+ Ability to obtain MMA Manager Position Task Book & Training Curriculum within six (6) months of employment.
+ The aircraft this position works on is staffed and available 7 days a week, 365 days a year, with staggered scheduling to make this coverage possible. The normal work schedule of this position may include the requirement to work on weekend days, holidays, and extended shifts.
+ This position may require call-back, extended staffing, and days-off staffing based on fire conditions, incident activity and availability of firefighter resources.
+ Pre-employment physical exam and maintenance of a physical fitness rating will be commensurate with employee's current wildland fire qualifications and agency needs, if arduous fitness is required for a current qualification, a medical physical exam will be required.
