About DESC:
Recognized nationally as an innovator and leader in developing solutions to homelessness, DESC is a social services organization, supportive housing operator, and licensed behavioral health treatment provider focused on meeting the needs of people experiencing long-term homelessness and living with complex behavioral health and other medical conditions. Approximately 3,000 people are actively receiving services from DESC at any given point in time.
DESC operates in two dozen facilities, most of them owned by DESC and others leased for offices and/or client service spaces. DESC’s owned portfolio includes 17 permanent supportive housing facilities with over 1,500 units. Some of those buildings have additional uses including behavioral health clinics, administrative offices, and commercial/retail tenants.
DESC holds licenses to provide a range of behavioral health services, including outpatient mental health and substance use disorder treatment, residential crisis stabilization, and other services. Services also include street outreach, mobile crisis response, and medications for opioid use disorder. Behavioral health staff hold a range of credentials: certified peer counselors, behavioral health case managers, mental health professionals, nurses, nurse practitioners, doctors, and others.
The full-time regular staff count is over 1,000. Additional personnel are used for fill-in coverage as needed. Most staff are represented by a labor union.
DESC’s funding, administration, and finances are complex. The overall operating budget for DESC and related entities is $143M. Sources include dozens of active government contracts, Medicaid, rent and rent subsidies, and private fundraising. Sources for DESC’s existing and in-development real estate projects include equity investment in Low-Income Housing Tax Credits awarded to DESC, long-term loans from multiple government agencies, and private donations.
JOB DEFINITION:
Under the supervision of the Executive Director, the Deputy Director for Administration is responsible for overseeing an array of activities to shape an inclusive, collaborative, and high performing culture at DESC. The scope of responsibilities includes aligning several centralized departments to support the agency’s mission, priorities, programs, and budgets. Key focus areas include safety, risk, real estate facilities and other assets, Information Technology, Human Resources, labor relations, compliance and information management, staff training, and on-going management, evaluation, and continuous improvement of those functions.
The successful candidate will have excellent communication skills and a proven track record leading organizational improvements in a complex nonprofit organization, and experience managing and developing direct reports who operate at the leadership level and oversee large teams and areas of responsibility.
MAJOR DUTIES AND RESPONSIBILITIES
+ Oversee the operation, staffing, performance, and development of functional departments including Human Resources, Facilities & Asset Management, Organizational Equity and Inclusion, and Quality and Information Management.
+ Develop, implement and ensure awareness of strategies for agency operations and for an inclusive, diverse & equitable workforce, in collaboration with the senior leadership team.
+ Ensure organizational alignment, integration, performance, and continuous improvement through policies, procedures, and an internal communication strategy; ensure iterative goal setting, tracking, and learning with the use of organizational performance review processes and tools
+ Assist with financial oversight activities of the agency; manage expenditures to achieve budgeted targets; responsible for cost improvement initiatives to achieve on-going operational cost optimization.
+ Ensure effective integration by identifying and promoting opportunities to create cross-group collaboration and synergies throughout DESC, regardless of placement of teams within the organizational structure.
+ Represent the agency and program on community committees, work groups and task forces.
+ Other duties as assigned.
Requirements
Minimum Qualifications:
+ Degree from an accredited college or university in an administrative discipline or other field relevant to DESC’s work.
+ 10 years of relevant leadership experience if above is a Master’s degree; or 14 years of relevant leadership experience if above is a Bachelor’s degree.
+ Experience in financial administration with responsibility for >$15M operating budget
+ Demonstrated knowledge of social service setting issues and dynamics
+ Excellent written and oral communication skills with people across a wide variety of backgrounds and disciplines
+ Strong interpersonal, analytical, planning and organizational skills
+ Proven ability to influence and gain buy-in at multiple levels, across divisions, functions and cultures
+ Pass a required Washington State criminal background check.
+ Committed to the philosophy of cooperation and continuity across programs and of consideration and respect for clients
DESIRED QUALIFICATIONS
+ Demonstrated experience in program evaluation and use of metrics for performance improvement
+ Proficiency in Microsoft Word, PowerPoint, Excel, and SharePoint a plus

$163,598.88 - $185,115.84
