Construction & Technical Services (CTS) consists of a design, construction and technical team of architects, engineers, elevator mechanics, as well as project & property managers who provide services for time-sensitive rehabilitation, renovations, and maintenance in City-owned properties.
CTS also has an in-house Trade Shop (Shops) that houses all the skilled trades under one roof. These trades provide critical service to all the 56 buildings in the DCAS portfolio and are used from small scale repairs to construction projects. These services include rough and finish carpentry, all types of electrical repairs, plumbing work, interior/exterior painting, concrete, and masonry work, as well as sheet metal and structural steel work. All the trades have skilled laborers to assist with the shops' projects. This full range skill set enables the Shops to provide needed support for the entire portfolio and can even manufacture parts for obsolete machines and equipment.
The duties and responsibilities for a plumber include but are not limited to:
- Installs, maintains and repairs piping of all kinds for water, gas, storm, waste, soil, and vent systems.
- Sets, maintains and repairs plumbing fixtures, equipment, and appurtenances.
- Supervises and is responsible for the work of plumber’s helpers.
- When necessary, determines and requisitions job materials while work is in progress.
- When assigned as a licensed plumber, obtains written building permits for plumbing work to be performed.
- Conducts and/or witnesses tests on plumbing and gas piping systems.
- Prepares applications, reports, notices, and other documents.
- Prepares sketches, drawings and layouts which may be required.

Qualifications
(1) Five years of full-time satisfactory experience as a plumber acquired within the last ten years; or
(2) Not less than three years of full-time satisfactory experience described in "1" above plus sufficient full-time experience as a plumber’s helper or apprentice, or training of a relevant nature acquired in an approved trade school, technical school or vocational high school, to make up the equivalent of five years of acceptable plumber experience.
The apprenticeship must be recognized by the New York State Department of Labor, the U.S. Department of Labor or any apprenticeship council which is recognized by the U.S. Department of Labor. The schooling must be approved by a state’s Department of Education or comparable agency. Each year of helper or apprentice experience, or approved schooling is equivalent to six months of satisfactory plumber experience, up to a maximum of two years of satisfactory experience.
Driver License Requirement: You must possess a motor vehicle driver license valid in the State of New York at the time of appointment. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of employment.
