    Job Description

    The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

     

    The New York City Department of Correction is seeking a Policy Analyst to join the Policy and Procedures Unit (PPU) within the Strategic Initiatives Division. PPU manages the development, revision, and promulgation of departmental directives and operating procedures, while supporting operational goals, institutional reform, and the modernization of policy and document management practices. Policy Analysts are responsible for writing clearly, researching thoroughly, analyzing critically, and contributing thoughtful recommendations. The role requires strong attention to detail, independent work habits, and the judgment to collaborate and escalate issues when appropriate. This is a writing- and research-intensive role that requires strong analytical skills, excellent attention to detail, and the ability to collaborate with operational, legal, and executive staff in a complex, fast-paced environment.

    The selected candidate’s responsibilities will include, but not be limited to, the following:

    -Draft and revise departmental directives, operating procedures, and related internal documentation

     

    in preparation for final review and promulgation.

     

    -Research laws, regulations, national standards, and best practices to inform policy development and

     

    ensure alignment with operational priorities.

     

    -Identify inconsistencies, outdated guidance, or legal and operational risks within existing policies and

     

    propose clear, actionable revisions.

     

    -Coordinate internal policy reviews with operational, legal, and executive stakeholders; manage

     

    feedback and track revisions through to final approval.

     

    -Prepare clear, well-organized memoranda, status updates, presentations, and talking points for

     

    leadership and stakeholders.

     

    -Track and respond to internal and external requests for policy materials and serve as a point of

     

    contact for information on departmental procedures.

     

    -Routinely audit and inspect policies to ensure accuracy, effectiveness, and compliance with internal

     

    and external standards.

     

    -Support audits and compliance reviews by maintaining complete and current policy documentation.

     

    -Develop subject matter expertise in jail operations, correctional best practices, and national trends in

     

    correctional policy reform.

     

    -Contribute to special projects, policy modernization initiatives, and document management

     

    improvements

     

    as assigned.

    PREFERRED SKILLS

    -Excellent written, research, and analytical skills with strong attention to detail;

     

    -Ability to work independently, manage competing deadlines, and collaborate effectively with diverse

     

    stakeholders;

     

    -Experience improving institutional processes through systems-level analysis and policy development;

     

    -Effective organizational abilities and clear, confident communication across roles and functions;

     

    -Proven problem-solving skills, adaptability to changing demands, and sound judgment;

     

    -KIn-depth knowledge of current criminal justice reform initiatives and citywide goals and objectives;

    -Advanced proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams, OneDrive,

    Project, etc.); and

     

    -Ability to handle sensitive information with professionalism and strict confidentiality.

    Qualifications

    1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

    2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

    Salary Min: $ 60,889.00
