    Job Description

    The Fund is currently in the midst of a multi-year, multi-phased rollout of the development of its pension administration software (PAS) for the Comprehensive Officers Pension System (“COPS”) 2.0 project; this includes both a Line-Of-Business application for the Fund’s staff and a Self-Service portal for the membership which allows members to view retirement benefit information and transact with the Fund online. The Project Management Office (PMO) also serves the agency’s operational units in providing support and business continuity for special projects.

     

    We are seeking an organized PMO Analyst with exceptional communication and authoring skills who can independently manage an aggressive workload across technical and business areas of the Fund. This role involves planning, organizing, composing and managing project documents, and managing resources based on project demands while working closely with senior management. Duties and responsibilities include, but are not limited to, the following:

     

    A. Functional Development Leadership

     

    - Oversee the end-to-end delivery of new system functionality, including design, specification sign-off, development, testing, training, and deployment.

     

    - Coordinate efforts between business subject matter experts (SMEs), technical partners, and testing teams to ensure agency objectives are met.

     

    B. Agile and Waterfall Project Management

     

    - Lead Agile development cycles by defining scope, managing functional requirements, facilitating business process design, and coordinating project documentation and approvals.

     

    - Manage Waterfall deliverables, including scope confirmation, specification approvals, test coordination, and issue tracking for delivered items.

     

    C. Query and Data Analysis Support

     

    - Translate broad business questions into specific data query parameters.

     

    - Collaborate with technical teams to develop SQL queries and utilize relational database management tools for reporting and analysis.

     

    D. System Integration Oversight

     

    - Understand and support system data flow through file transfer protocols (FTP).

     

    - Coordinate with integration teams to design, test, and implement file exchanges across systems and platforms.

     

    E. Batch Process Management

     

    - Schedule and coordinate batch operations in test and production environments.

     

    - Assist business SMEs with batch result verification and issue resolution.

     

    F. Defect and Enhancement Management

     

    - Manage identification, documentation, and resolution of system defects and enhancement requests.

     

    - Facilitate testing and certification of updates in collaboration with agency units and technical teams.

     

    G. Cross-Functional Collaboration

     

    - Work with other functional leads and SMEs to design and deliver cross-functional processes and solutions.

     

    - Ensure appropriate stakeholder involvement and alignment throughout the development lifecycle.

     

    H. Production Support and Operational Management

     

    - Manage ongoing operational issues and system enhancements.

     

    - Coordinate with system integrators for production support and deployment of approved changes.

     

    I. Additional Projects:

     

    - Assist with other assignments as directed by the Chief Strategy Officer (CSO) as needed.

    Salary: The hiring rate being offered for this position is $59,537. If you possess the preferred skills above, consideration will be given to offer you a maximum annual salary of no more than $68,468. The salary is non-negotiable.

    Additional Information

    NOTE: This is a full-time on-site position. The incumbent will be required to report to the office on a regular basis.

    COMPUTER PROGRAMMER ANALYST - 13651

    Qualifications

    (1) A baccalaureate degree from an accredited college or university, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field; or

     

    (2) A four year high school diploma or its educational equivalent plus (3) years of satisfactory full-time computer programming experience; or

     

    (3) A satisfactory combination of education and experience that is equivalent to "1" or "2" above. College education may be substituted for up to one year of the experience required in "2" above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) undergraduate and/or graduate semester credits from an accredited college or university in computer science or a related computer field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates who attempt to qualify under option "3" must have at least a four-year high school diploma or its educational equivalent and at least (1) year of satisfactory full-time computer programming experience.
