Do you have personal or professional experience within or in support of programs serving youth and families and/or the child welfare system? The Youth, Permanency and Safety Division has an opportunity for (3) three QI (Qualified Individual) Clinicians to support youth and families within the field of child welfare. The QI clinician is responsible for assessing youth referrals for placement in congregate care settings, including the completion of necessary documentation, coordination with key stakeholders, and the application of clinical decision-making to determine appropriate levels of care.
This is a statewide position and will report to their nearest DHW location.
This position may be eligible for telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.
The Idaho Department of Health & Welfare is a drug-free workplace. Our generous benefits package increases the total compensation of a full-time (benefits eligible) Clinician making $32.00/hour to an estimated $44.94/hour.
EXAMPLE OF DUTIES:
+ Receive referrals through email, which includes the QI Referral Form and associated documents.
+ Within 48 hours of referral receipt, the QI clinician will send an introductory email to all relevant stakeholders (e.g., Case Manager, Supervisor, Chief, Program Manager).
+ Schedule and organize the Family Permanency Team Meeting (FPTM) and CANS interview within the first week after referral.
+ Begin the Prior Authorization (PRTF) process within three days of referral, submitting documentation as available or notifying the supervisor of any missing information.
+ Conduct a thorough review of available documentation (e.g., mental health assessments, IEPs, probation records, etc.) using eCabinet and save relevant documents in the shared drive.
+ Ensure all gathered information is complete and relevant to the youth’s level of functioning, to support accurate assessment.
+ Complete the CANS Items Outline by reviewing documents and identifying gaps in information that need to be addressed during FPTM.
+ Document specific needs and care requirements, ensuring the completed CANS items reflect the level of care required.
+ Staff preliminary recommendations with supervisor prior to the FPTM.
+ Lead discussions during the FPTM, sharing clinical impressions and asking targeted questions to address any information gaps.
+ Finalize CANS Items Outline during the meeting, coordinating follow-up actions if any necessary information is missing.
+ Finalize all CANS narrative entries, ensuring they accurately represent the youth’s care needs.
+ Enter completed CANS data into the system and ensure all necessary documents are uploaded and saved in the youth's shared folder.
+ Complete the QI Assessment, documenting placement recommendations, level of care determinations, and other relevant findings.
+ Consult with supervisor regarding placement decisions and readiness for referral closure.
+ Finalize documentation and send completed assessments to relevant stakeholders (e.g., Supervisor, Chief, Program Manager).
+ Send next steps email outlining either Qualified Residential Treatment Provider (QRTP) approval or non-approval, and complete the corresponding steps in the process.
+ If QRTP is approved, ensure all prior authorization and supporting documents are submitted for Magellan review.
+ Upload the completed Decision Support Model, CANS, and QI Assessment into the E-Cabinet, ensuring all documents are properly tracked.
+ Ensure that all required documentation is properly saved, uploaded, and tracked in E-Cabinet.
+ Complete the ESPI steps, ensuring that all assessment outcomes are recorded.
+ Update the QRTP Referral Tracking sheet to reflect completed assessments and corresponding dates.
MINIMUM QUALIFICATIONS AND SPECIALTY MINIMUM QUALIFICATIONS:
You must possess all the minimum/specialty qualifications below to pass the exam for this position. + This position requires licensure in one of the following: Licensed Masters Social Worker (LMSW), Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Clinical Professional Counselor (LCPC).
