Summary
The Director of Operations Program Support holds substantial authority over decision-making, staffing, and budgeting within their area of responsibility, subject to senior management approval on matters within MTA Construction & Development. They have the autonomy to determine how best to achieve operational goals while adhering to established policies and procedures. Additionally, the Director recommends policy and procedural changes, secures final approval from senior management and supports implementation.
Responsibilities
Typical duties may include:
Provide direction within their area of responsibility to ensure effective implementation of administrative processes and provide recommendations for efficient and effective departmental or business unit operations.
Manage provision and coordination of administrative functions within their area of responsibility or a business unit, including but not limited to some of the following areas: compensation , procurement requests, payment coordination, timecard/job charge management, space management (including field offices), non-revenue vehicle management, training/travel requests, overtime management, audit response s , internal controls, and/or equipment/supplies management.
Coordinate with related parties throughout C&D and the MTA agencies.
Manage the development, analysis, reporting , and maintenance of data and related systems required for effective operations in project management, business unit , or departmental operations.
Provide input into overall strategy and approach in consultation with senior management.
Direct ly prepare data analysis, reporting, and presentations related to project management, business unit , and/or departmental operations.
May manage activities to prepare and support personnel requests and documentation for a department or a business unit, including temporary staffing services.
Coordinate within the business unit(s).
Maintain related reports and data.
May oversee and provide strategic guidance in resolving complex operational program support requests, addressing challenges related to business units and agency-wide initiatives.
Education and Experience
Bachelor’s D egree in Business Administration, Public Administration, Engineering, Architecture, Computer Science, or a related field.
Must have a minimum of ten (10) years of related experience .
Must have a minimum of f ive (5) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization.
Competenc i es:
Demonstrated experience in managing diverse administrative functions supporting operations of a large organization.
Experience in implementing MTA policies and practices related to project management, budget, human resources, procurement, payment processing, facilities management, timekeeping, and/or other administrative functions preferred.
Ability to manage complex, sensitive issues with high confidentiality and judgment.
Excellent communication and interpersonal skills.
Ability to build relationships and work collaboratively with stakeholders at all levels.
Demonstrated ability to work in a high - profile, high - pressure environment effectively.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Extensive knowledge and ability to create, maintain, and update SharePoint lists, databases, MS Excel, MS PowerApps, MS PowerBI and Data Visualization applications.
Demonstrated ability in statistical analysis of problems and evaluating business processes and identify areas of improvement.
Demonstrated ability and understanding of how the overall capital program and operational business solutions are positioned, deployed and supported within MTA Construction and Development and throughout the MTA.
Must have knowledge of business processes, process mapping, and process optimization. Must possess excellent team - building, listening, problem - solving, and prioritization skills.
Demonstrated proficiency in PeopleSoft, Microsoft Office Suite (Word, Excel, Access, PowerPoint, and Outlook), Power BI, Teams, or similar applications.
