Summary Statement
The City of Boise is seeking an experienced, mission-driven leader to serve as Fire Chief. This executive position directs and oversees the operations, programs, and strategic initiatives of the Boise Fire Department, ensuring alignment with the city’s strategic plan and commitment to public safety, service excellence, and community well-being.
The Boise Fire Chief provides high-level leadership to more than 300 union and city employees across four divisions: Emergency Services, Support Services, Planning and Administration, and Emergency Management. With 19 fire stations serving over 300,000 residents across Boise, Garden City, and unincorporated areas, the department covers a 130-square-mile response area. The Chief is responsible for establishing departmental goals, advancing community risk reduction, fostering professional development, and prioritizing employee wellness.
Working under administrative direction, the Fire Chief leads with integrity, innovation, and a deep commitment to equity. The role includes overseeing department strategy, recruiting and retaining top talent reflective of Boise’s diverse community, and cultivating a collaborative and positive work environment. Essential Functions
Implements the organization's values, mission, and strategic goals as related to employee oversight; develops strategic goals and plans for assigned teams and departments; and directs and leads the activities of an established city department. Provides leadership to recruit, develop and retain highly competent, service-oriented staff representative of our community, and maintains a positive employee environment.
Participates as a member of the Executive Management Team, addressing issues of concern to the department and city. Participates in strategic planning and works closely with the city's elected leadership in setting and carrying out the city's vision, mission, goals and objectives.
Confers regularly with command staff in the analysis of daily activities and the resolution of problems in the areas of labor relations, community rapport and other department issues. Approves performance standards for individuals. Ensures staff receive appropriate training, guidance and mentoring in all aspects of fire service. Takes disciplinary action when warranted to ensure employees comply with all department rules and regulations.
Participates in labor negotiations, administers labor agreements, addresses grievances and maintains dialogue with union leadership. Implements conditions established by relevant ratified contract labor agreements. Reviews and evaluates existing and proposed legislation applicable to BFD and ensures compliance. Presents the annual budget for approval by the mayor and city council.
Coordinates or directs the coordination of department activities with other governmental agencies. Directs development and implementation of initiatives, policies and programs to strengthen community partnerships, public awareness, and support for department programs and policies. Represents the city on various committees.

Requirements
Required Knowledge, Experience, And Training
Bachelor’s degree in fire science, public administration, business administration, or a related field and fifteen years of experience in fire service with a full-service fire department and five years of experience at the command officer level.
Knowledge of; theory, principles, practices and techniques of fire administration, operations, prevention, training or logistics; current practices and procedures of fire science, fire service organization and operations; operation, maintenance and use of modern fire-fighting and safety equipment; current and pending laws and regulations that impact fire-related services; public administration including staffing and leadership, planning, budgeting, staffing and leadership; principles and practices of effective community relations; and computer usage including related software.
Ability to: demonstrate leadership by influencing, motivating and enabling individuals to contribute to the success of the department; delegate authority when necessary; analyze the effectiveness of the department and make changes when necessary; maintain discipline and respect of employees and lead the work of a large and complex staff; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor, and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Master’s degree in fire science, public administration, business management or a related field and twenty years of progressively responsible experience in fire service and seven years of experience in a management and/or command position.
Completion of U.S. Fire Administration Executive Fire Officer (EFO) program
Completion of Center for Public Safety Excellence (CPSE) Chief Fire Officer (CFO) program
Licensing And Other Requirements
Valid state-issued driver’s license.
Have or have the ability to obtain within six months of hire: American Heart Association BLS Provider Certification; Hazmat Awareness Certification

Working Environment
The work environment will include inside conditions and outdoor weather conditions. Employees will also drive a vehicle as part of this position.
This position works: after hours, weekends or holidays as necessitated by city business.
