DURATION: Contingent Permanent
SALARY: $53, 413 annual salary rate,(NOTE: current salary or reconstructed salary for state employees in accordance with NYS Audit and Control)
Job Summary: This position plays a vital role in ensuring the smooth operation of payroll and travel-related processes at the department level. The Program Aide (Payroll and Travel) provides expertise in processing, auditing, and managing payroll and travel transactions while maintaining compliance with State rules and regulations.
+ Provide excellent customer service while serving as reference source (in person, phone and written) for faculty and staff, students and outside agencies.
+ Independently audit State paper and electronic travel reimbursement requests from all travelers and all departments in a timely manner
+ Maintain a thorough knowledge of OSC/State/travel rules.
+ Conduct research on any unusual Travel arrangements.
+ Oversee the State travel payment process.
+ Primary contact for all third-party State Contract Travel vendors
+ State Travel Card Administrator, including all training of new and existing Travel & NET cardholders.
+ Maintain ESF Travel website.
+ Communicate ESF travel policies, procedures and guidelines to all ESF personnel through large and small group and individual training, and through written and verbal communication with ESF faculty and staff.
+ Provide backup documentation as requested from internal and external sources.
+ Identify process improvement opportunities to support expense report processing efficiencies including electronic submission of expense reports, increase use of travel cards, updates to paper forms.
+ Work in fast paced environment; maintaining large volume of transactions within a timely manner, and prioritizing tasks.
+ Detail oriented and highly organized.
+ Assist with State Purchasing Card programs, and other miscellaneous tasks.
+ Assist Payroll Office with processing of employee and student payroll.
+ Duties and responsibilities are not limited to the above position description.
Job Requirements:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications:
COMPETITIVE QUALIFICATIONS (NON- HELPS):
Candidates must have permanent appointment in a Program Aide classified position (or be eligible for transfer) or be reachable for appointment on the current NY State Civil Service canvass list for Program Aide.
OPEN-COMPETITIVE MINIMUM QUALIFICATION (HELPS):
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
Preferred Qualifications:
+ SUNY experience
+ Experience in processing travel.
+ Experience in processing payroll
+ Willingness to seek additional training as needed or required.
+ Ability to work with diverse populations.
+ Excellent technical skills in use of Microsoft programs including Excel, Word, PowerPoint.
+ Excellent writing, interpersonal and communication skills.
+ Ability to prioritize assignments, multi-task and exercise creative time management with respect to assignments/projects.
Additional Information:
In accordance with the "Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act" institutions of higher education are required to prepare an annual report containing information on campus security policies and campus statistics.
