    Description

    ICF seeks a  **Housing Resource Center Manager** to support and promote recovery through  **Community Development Block Grant Disaster Recovery (CDBG-DR)**  programs in **East and Southeast Texas region** . You will be responsible for managing and supervising the Housing Advisors at one of our Housing Resource Centers, which will be providing survey and application intake services and case management. You must have experience with CDBG-DR Housing programs, including federal, state, and local guidelines, regulations, policies, and procedures. You should have a thorough understanding of staff roles and responsibilities, as well as knowledge of other federal, state, and private non-profit disaster recovery assistance programs.

     

    As a  **Housing Resource Center Manager** , you will also work closely with the Project Team, and the Program Manager; clearly communicate case management production, provide guidance and oversight of case managers.

    Essential Duties:

    + Manage the operation of the Housing Resource Center (HRC) while ensuring that the HRC operations run efficiently and effectively to provide the highest level of customer service to the applicants.

    + Train, supervise, and evaluate the HRC support staff and Housing Advisors.

    + Provide guidance and assessment of staff as needed.

    + Track and report team performance metrics to ensure compliance with the contract.

    + Manage scheduling and timesheets for all HRC staff.

    + Adhere to compliance with all applicable rules and regulations: maintain discretion and confidentiality.

    + Effectively utilize all available resources.

    + Meet regularly with HRC support staff and Housing Advisors to keep abreast of issues specific to the HRC community and applicants.

    + Keep HRC staff and Housing Advisors informed of policies and procedures, including changes and other related information.

    + Ensure HRC support staff and Housing Advisors meet program deliverables and outcomes.

    + Provide reports and status to the Team Manager and identify trends to make recommendations on necessary changes to policies and procedures as needed.

    + Participate in community meetings and other activities to promote the program services and information provided at the HRC.

    + Develop and sustain a level of professionalism among all HRC staff, and applicants.

     

    Performs other duties as required.

    Minimum Qualification:

    + College Degree in a related field or 4 years equivalent experience.

    + At least 4+ years of experience working in the following areas in a management role: disaster recovery program management; Social Services Block Grant (SSBG), HUD CDBG, CDBG-DR, and/or FEMA Programs.

    Preferred Qualification/Skills:

    + Working knowledge of Outlook, Word, Excel, and PowerPoint.

    + Excellent professional verbal and written communication skills, able to work in a fast-paced environment with the flexibility to adapt to changing priorities and deadlines.

    + Ability to learn, analyze, and understand complex documents such as tax returns, property deeds, insurance, disaster-related documentation, and other program-related documents.

    + Demonstrated ability to review documents at a close level of detail and catch subtle differences.

    + Skilled in multi-tasking, organizing, and prioritizing work in a fast-paced environment.

    + Ability to articulate details in a manner understandable to a variety of individuals in person and over the phone.

    + Ability to work successfully with socioeconomically and a variety of applicants.

    + A flexible schedule that can accommodate some evening or weekend work as may be required.

    + Experience in disaster recovery and/or housing support services or programs.

    + Bilingual in English and Spanish is a plus.

    **Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

    The pay range for this position based on full-time employment is:

    $89,203.00 - $151,646.00
