    The State Highway Administration’s (SHA) Office of Communications (OOC) is currently recruiting for an Administrative Manager (Administrator II) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment.     Nature of work: The primary purpose of this position is to serve as the Administrative Chief for the Office of Communication (OC), Office of Policy & Research (OPR), Office of Government Affairs (OGA) and Customer Relations team to ensure all applicable Human Resources, procurement, and financial policies and procedures of the Transportation Service Human Resource System (TSHRS), Maryland Department of Transportation (MDOT), Department of Budget and Management (DBM), are followed. This position requires broad management knowledge of all areas of the State Highway Administration (SHA) as well as the ability to coordinate and integrate various programs, goals, resources, etc., to carry out the mission of the SHA and all the offices that fall under the Chief of Staff efficiently and effectively.

     

    The Administrative Manager must use independent judgment to ensure the business is communicated and conducted efficiently. Additionally, the incumbent should have strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly, with excellent attention to detail. The Administrative Manager will serve as an essential personnel member of the Office of Communications and will support on-call and emergency operations as a public information officer as needed.

    Qualifications

    Minimum Qualifications:

    Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

     

    Experience: Five (5) years of experience in administrative staff or professional work.

     

    Selective Qualification: Two and a half (2 ½) years of the required experience must have involved human resources and procurement and/or contract administration.

     

    *A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

    Preferred Qualifications:

    The ideal candidate should have one or more of the following:

    + Experience in government operations to include State, Federal, or local government service.

    + Excellent written and verbal communication skills.

    + Strong independent decision-making and judgment.

    + Strong organizational skills and abilities.

    + Proficiency with Microsoft Office Suite.

    Notes:

    1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

    2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

    3. Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.

    4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
