    POSITION DESCRIPTION

    The City of Rochester is accepting applications for:

    Deputy Library Director

    Nature of Work

    The Deputy Library Director will lead comprehensive planning and fiscal oversight of the organization’s major customer facing divisions including Information Services, Reader Services, Youth Services, and Outreach Services. This position serves as the collection development and programming manager and provides direction to the customer service points of the library as well as leading library wide initiatives, systems and processes and being responsible for the creation and execution of strategic goals. The Deputy Library Director serves as the staff liaison to the Rochester Public Library Board. This position reports to the Library Director and will act jointly with the other Deputy Library Director as the Library Director in their absence.

    Pay

    2024 starting salary is $114,988-$135,279 annually depending on qualifications, with advancement to $169,103. Once the contract has been finalized for 2025, these numbers will be updated.

    DUTIES AND RESPONSIBILITIES

    The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment or location.

     

    *Lead and implement the strategic vision and plan for assigned library divisions.

    + Lead the development of a strategic vision that motivates and inspires employees; addresses future staffing, operations, asset management and capital improvement needs.

    + Create and monitor performance metrics to ensure that the division is achieving goals and objectives.

    + Conduct leadership team meetings to facilitate information sharing, develop team goals and objectives, work through key decisions and/or issues, and focus on leadership development.

    + Evaluate and implement opportunities for synergy between divisions.

    + Participate actively on the Rochester Public Library leadership team and work in collaboration with the team in setting and fulfilling the Rochester Public Library strategy and objectives.

    + Assist with the development and implementation of department goals, objectives, policies and procedures.

    *Lead, manage, direct and supervise, through direct and delegated supervision, the work of employees in assigned divisions.

    + Foster a collaborative leadership style that encourages teamwork, promotes staff initiative, and provides professional growth opportunities for all departmental employees.

    + Develop and implement effective employee coaching and performance management strategies to ensure the achievement of organizational priorities and to create an environment that encourages innovation, teamwork, employee engagement, fiscal responsibility, and high-quality work.

    + Create expectations and outcomes for employees to work collaboratively with other City department staff, public agencies, customers, and the community.

    + Oversee the recruitment, hiring, and orientation processes for new employees and ensure strategies are implemented to obtain and maintain a diverse workforce.

    + Partner with the Human Resources professionals to resolve employment/labor relations issues and participate in collective bargaining agreement negotiations when requested.

    + Demonstrate courage in providing direct and current feedback to others and addressing difficult people or situations when they occur.

    *Provide internal and external customer service and represent the City and the Rochester Public Library in relationships with customers, Rochester Public Library Board, the City Council and other agencies.

    + Develop and implement customer service expectations and lead decisions related to customer service levels.

    + Maintain RPL’s Customer Service Handbook and oversee ongoing training and development for the team.

    + Meet the City's customer service standards and the Library's Core Values in all interactions with the public and staff.

    + Handles complaints and deals with problems arising in public service.

    + Represent the City regarding library issues with other governmental agencies.

    + Make presentations of complex and technical information, including project-related information, to City Council, Commissions, citizen groups, governmental agencies, elected officials, and professional organizations.

    + Develop content for monthly Library Board meeting agendas or special committee meetings, including preparation of the monthly report.

    + Attend regular and special Library Board meetings, oversee official record keeping at meetings, including public posting requirements.

    + Respond to, or provide guidance to communications staff, for media inquiries.

    *Serve as the collection development manager

    + Oversee administration of the collection development policy.

    + In partnership with Division Heads and Librarians, coordinate the implementation of Collection Development and Maintenance Plans for each collection area; develop short and long-term goals; track progress; and review data points.

    + Provide support, training, and coordination to the team for best practices in collection development and maintenance activities including data collection, collection promotion, processes, and procedures.

    + Collaborate closely with Technical Services to ensure smooth processes and exceptional access to materials through relevant and inclusive cataloging practices.

    *Serve as the programming manager

    + Provide strategic direction and guidance on the catalog of programs, events, and public education opportunities to ensure the achievement of strategic goals and representation of the diversity of the community.

    + Provide support, training, and coordination to the team for best practices in program activities including data collection, collection development and maintenance, promotion, processes, and procedures.

    + In partnership with Division Heads and program leads, coordinate the development of short and long-term goals; track progress; and review data points.

    + Encourage collaboration among Divisions, COR Departments, and with community organizations to expand impact and reach of programming services.

    *Serve as outreach services manager

    + Plan & oversee outreach services.

    + Provide support, training, and coordination to the team for best practices in outreach activities including data collection, promotion, processes, and procedures.

    + In partnership with outreach team, coordinate the development of short and long-term goals; track progress; and review data points.

    + Foster collaboration with community organizations to better reach under-resourced communities.

    + Continuously analyze community demographics and population trends and adapt services to respond to changing community needs.

    *ESSENTIAL JOB FUNCTIONS

    MINIMUM QUALIFICATIONS

    Education and Experience

     

    Master’s degree in Library Science from an American Library Association accredited college/university with five years of experience providing leadership and direction to employees in a library setting.

    Desirable Qualifications

    Experience within a public library system

     

    Experience with project management, collection development, library programing, and/or outreach services

     

    Experience working with a board of directors or similar decision-making body
