    The Department of Surgery is seeking a **_Sr. Administrator - Clinical_** that will be responsible for the strategic development, operations, and continuous performance improvement of a clinical, academic, and research department. The Sr. Administrator has a matrix reporting relationship with the Surgery Chair, the Surgery Chief Administrative Officer and the Vice Dean for Finance and Administration, SOM and works collegially and collaboratively with Johns Hopkins Medicine (JHUSOM, JHHS, JHH, JHBMC) senior executives and JHU faculty across the system.

     

    The Sr. Administrator is expected to act in the interests of JHM. This role is responsible for assisting in developing and implementing the department's operational plan, along with providing management for the department's immediate and long-term strategic plans. Responsible for maintaining liaisons with all levels of administration within the School of Medicine, the affiliated hospitals and ambulatory sites utilized by the department’s providers. Will assist, in the form of analysis, consultation and planning, to the Department Director and executive leadership team. The position is responsible for the non-faculty administrative staff in executing the Department’s clinical, academic and research activities.

     

    The Department of Surgery currently has one hundred and twenty (120) full time clinical faculty, twenty (20) research faculty, 100 part-time/secondary appointed faculty, thirty (30) fellows, seventy (70) house staff (residents), over three hundred fifty (350) JHU employees as well as approximately thirty (30) JHH employees. The department has annual operating budget of $140 million and a $75 million endowment pool. We provide Adult and Pediatric clinical services, and multiple areas of specialization including general surgery, trauma and acute care surgery, surgical intensive care, surgical oncology, colorectal and foregut surgery, vascular surgery, general thoracic surgery, abdominal transplant surgery and cardiac surgery. The department has a significant presence in the NCR.

     

    This position will be responsible for the department and staff’s satisfactory compliance with the rules and regulations of The Johns Hopkins University School of Medicine and Clinical Practice Association. In addition, the Sr. Administrator is responsible for assuring compliance with Johns Hopkins Hospital and Health Systems regulations. The position requires a firm understanding of national health care and research trends/impacts, policies and issues.

    Specific Duties & Responsibilities

    + The general scope of responsibilities includes financial management/analysis, budget development and execution, grants management, contract administration, compensation planning, personnel and management recruiting, utilization and productivity management, marketing, and space management.

    + Additionally, the Sr. Administrator is responsible for the Division administrators, Department’s Professional Fee Billing Office, finance team, human resources, education and credentialing office, the Access Call Center and the staff in the clinical areas managed by the department.

    _Strategic Programmatic Planning_

    + Assessment of industry trends to identify growth opportunities in surgical sub-specialties.

    + Strategic planning for Department (goal setting, execution, etc.)

    + Marketing analyses with Planning and Marketing team to identify geographic growth/needs.

    + Coordinate institution-wide initiatives to enhance patient services.

    + Healthcare Reform and upkeep on government rules, regulations and reimbursement systems.

    + Ensure appropriate affiliation/collaboration across the department and with other SOM departments and affiliate hospitals.

    _Financial Management_

    + Oversight and management of annual budgets, All Funds and P&Ls.

    + Ensure effective direct grants management and submissions in partnership with Research Management Services (RMS)

    + Analysis of departmental fiscal operations to identify improvements.

    + Support financial audit control processes and develop internal controls to maintain the integrity of the Department’s financials.

    + Professional fee billing/revenue cycle development

    + Manages $140 million annual operating budget and $75 million endowment pool.

    + Monitor faculty and staff (110+) percent of effort expended on clinical activities, research grants and contracts and maintain equivalent salary distribution on accounts.

    + Develop department’s volumes and fiscal operating budget for submission to the Department of Surgery, School of Medicine, and JHH.

    + Direct development of detailed business plans for new and existing clinical and research programs to include market demand assessment, capital needs, facilities, divisional strengths and weaknesses, operational requirements, and implementation plans.

    + Supervise all human resources and payroll related activities within the Department.

    _Practice Management_

    + Analyze practice results – volume statistics, billing data, expense and revenue trends

    + Compare results to industry benchmarks; implement changes to meet these standards as necessary.

    + Develop strategic proposals for reallocation and development of ambulatory practice space.

    + Develop and monitor strategies to maintain optimal number of operating rooms for the department's surgeons and/or clinical specialty areas.

    + Work closely with clinical operations leadership to promote compliance and best billing practices to maximize revenues.

    + Project annually clinical volumes (surgical, inpatient, clinic and procedures)

    + Utilize available resources to ensure effective faculty recruitment and retention.

    + Work closely with Surgery CAO and Department administrator to recruit and retain surgeons and strategically expand surgical programs in the National Capitol Region.

    + Work closely with faculty, chiefs, administrators and practice administrator to establish a successful clinical practice at all sites.

    + Work with community hospital administrative leadership to review metrics, productivity, marketing efforts, operational and financial issues.

    + Manage oversight and timely submission of patient safety initiatives.

    + Ensure efficient and effective Physician practice management

    + Manage oversight of medical staff requirements

    _Department Administration_

    + Represent the department in all opportunities within the Johns Hopkins organization as well as with external organizations to promote the department's assets and strengths.

    + Promote a culture of service excellence across the department.

    + Promote employee engagement and recognition as a departmental priority.

    + Supervise all human resources-related activities within the department, working with designated human resources support, including Central Health Sciences HR, as needed.

    + Develop staff; supervise, motivate, and foster a culture of workforce diversity.

    + Execute strategies involving service, quality, resources, people, efficiency, growth and reputation.

    + Develop and implement policies needed to maintain compliance and meet best business practices.

    + Serve as point of contact for NCR surgeons for any administrative concerns.

    + Manage space allocation needs of the department.

    + Coordinate with appropriate departmental resources to address all patient-related concerns.

    + Work with appropriate JHH and JHU resources to manage all facilities renovations, new construction and physical plant-related projects.

    + Coordinate with appropriate JHU resources to manage international affairs.

    + Serve on Department and Institutional committees, as requested.

    + Oversee legal/regulatory compliance, internal audit, policy implementation and maintenance for Department.

    + Work with appropriate JHU resources to direct the implementation of clinical and management information systems.

    + Participate in administrator on-call rotation as requested.

    + Perform other related duties as requested.

    Minimum Qualifications

    + Bachelor's Degree in Business, Finance Accounting or another related field.

    + Ten years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including two years supervisory experience and two years financial management experience (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources.)

    + Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.

    Preferred Qualifications

    + JD,. MBA, MHA, MPH, or another related field.

     

    _This salary range does not include all components of the_ _School of Medicine's_ _compensation program. This position may be eligible for a discretionary bonus.
