    Associate Director, Project Support Services

     

    The Project Support Services (PSS) department provides centrally managed, field deployed services that support the planning and execution of projects at SLAC. This Associate Director leads PSS to implement strategies, management systems, and processes needed to successfully plan, monitor, control and deliver projects that consistently meet the requirements and expectations of DOE and other funding agencies. This position is principally responsible for overall data content, quality, and timeliness of PSS products, managed through a team of 35 managers, project controls analysts, cost estimators, risk managers, administrative and enterprise systems support professionals. A successful candidate has a strong background implementing project management principles, with emphasis in project controls, risk management, and cost estimating; knowledge of DOE orders including DOE Order 413.3B; and a drive for continuous process improvement. The PSS Associate Director reports to the Project Portfolio Management Office Director.

    Your specific responsibilities include:

    + Overall management and total ownership of data content, quality, and timeliness of PSS department deliverables for project controls, cost estimating, risk management, administration, enterprise systems, and project document control.

    + Graded implementation of PSS department functions including Earned Value Management System (EVMS).Develop and maintain functional area procedures and validate compliance with those procedures.

    + Resource planning for the Project Management Cost and Schedule (PMCS) service center FTE and subcontractors including project controls, risk management, cost estimating, and enterprise systems, matrixing staff to scientific and infrastructure projects at SLAC.Provide career planning and active career pathways with targeted and inclusive professional development opportunities for PSS staff.

    + Interface with SLAC, governing bodies and regulators on PSS issues and requests.

    + Elevate, emphasize, and support rigorous institutional project forecasting, planning, and coordination across the SLAC portfolio of projects.

    + Perform director level and support DOE level project reviews to assess project performance to planned/approved project baselines.

    + Support the Project Management Assurance Group (PMAG) as PMAG Project Lead.

    + Other duties as assigned.

    To be successful in this position you will bring:

    + A Bachelor¿s degree in a related field and 10 years of experience managing or supporting projects, including leading or supporting design and construction activities using project management principles and controls.

    + Direct DOE project experience and a thorough understanding of DOE Order 413.3B.

    + The ability to coach, mentor, and motivate project team members to take positive action and accountability for assigned work.

    + The ability to work effectively in and with diverse laboratory teams including senior managers, peers and matrixed team members.

    + Demonstrated flexibility to balance strategic thinking with attention to detail effectively managing multiple priorities and projects and adjusting as needed.

    + Strong verbal and written communication, organization skills and a financial and analytical background. Demonstrated experience developing and delivering effective presentations to diverse stakeholders and upper management

    In addition, preferred requirements include:

    + Understanding of SLAC programmatic, scientific and technology efforts and priorities.

    + Experience with project software and tools such as Microsoft Project, Primavera, others.

    Certifications and Licenses:

    + Project Management Institute, Project Management Professional (PMP) certification is not required but strongly preferred.

    The expected pay range for this position is $197,323 - $243,441 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.
