    Nature of Work

     

    C oordinate s housing and neighborhood services programs funded by the U.S. Department of Housing and Urban Development (HUD), HOME Program and Community Development Block Grants (CDBG) . P erforms a variety of technical and administrative duties to provide eligible recipients and sub-recipients with grant funds that can be used to revitalize homes and neighborhoods , expand affordable housing , and support economic opportunities .

    Work Situation Factors:

    Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

    Physical Factors:

    Light physical demands; mostly desk work.

    Environmental Factors:

    Work is performed in an office setting.

    Duties and Responsibilities

    + Develops, coordinates , and implements housing development and affordable housing programs sponsored by the U.S. Department of Housing and Urban Development (HUD) and Economic Development Initiative (EDI) in support of City-wide initiatives ; processes payments, tracks balances, and ensures all accounting is complete.

    + P rovides assistance to eligible persons applying for program benefits; informs outside agencies and service providers of available funding to assist program applicants; keeps informed of community, social and economic resources available to better assist low- and moderate-income families.

    + Works closely with multi-family project developers in the design process for large, future development projects ; assists in the advisement to these developers regarding subdivision and planning codes when required .

    + Monitors, evaluates , and administers programs and grants to en sure compliance with Federal regulations, contracts and agreements; schedules and conducts regular meetings and provides technical assistance and training to program participants and service providers as needed and in accordance with HUD/EDI regulations; tracks client participation and other statistics as required for internal and external reporting .

    + M aintains client records to meet HUD and City standards; develops and coordinates budgets and administrative controls to comply with Federal and State standards, regulations, and guidelines; maintains records of activities, and submits monthly, quarterly , and annual reports as required .

    + Verifies program participants meet eligibility standards for compliance with Federal regulations and agreements; provides technical assistance and training to program participants and service providers ; handles tenant/landlord issues.

    + Serves on various housing related committees to evaluate and implement best practices for the delivery of affordable/attainable safe and decent housing , healthcare, food, and social services to residents of Las Cruces.

    + Evaluate s housing and determine s needs for resident applicants to the Home Rehabilitation Program ; recognizes building code deficiencies, lack of functional equipment , and develops the construction scope of work ; orders inspections and report.

    + Oversees provisions of grant-funded services by outside agencies and service providers; coordinates and monitors procurement and requisition process, specifications, construction phases, and compliance to standards, codes , and regulations; monitors activities of grant funded programs to en sure the technical requirements of the participating entities are met.

    + Assists other staff in routine tasks and functions; prepares and presents various special and recurring reports; conducts presentations regarding housing development programs.

    Minimum Qualifications

    Bachelors degree in Construction Management, Finance, Planning, or related field AND three (3) years experience in housing programs, real estate, urban planning, or mortgage lending. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

     

    Valid Class D driver's license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies. Specific HUD technical certifications are preferred.

     

    Knowledge, Skills, and Abilities

     

    K nowledge of: HUD housing program regulatio ns and eligibility requirements; principles and practices of real estate transactions ; Code of Federal Regulations (CFR) pertaining to public housing programs, and HUD standards and procedures ; community service agencies and other local assistance programs; grant-funded project management systems and documentation, including budget, plans, schedul es, contracts, and requisitions; principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service , and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools , materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies , and procedures to effectively perform the required functions and duties of the position.

     

    Ability to: Perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines; understand and interpret real estate laws, HUD documents and housing codes ; ensure appropriate levels of customer service to achieve expectations and meet objectives; read, understand, and assure compliance with a variety of policies, procedures, rules, standards, and regulations governing related activities and functions; collect applicable information and maintain accurate and timely records; maintain confidentiality of information and data; communicate effectively orally and in writing and use interpersonal skills to sufficiently exchange or convey information and receive work direction; prepare and present accurate and reliable information and reports; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; safely and effectively operate relevant tools, equipment, and motorized vehicles; navigate across even and uneven surfaces; timely and accurately enter data and update records using various mediums and formats ; take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations, statutes, and procedures to ensure achievement of goals and objectives.

     

    Skills in: U nderstanding and applying grant program standards, and a pplicable rules and regulations; analyzing and compiling technical and statistical information to prepare grants, technical reports, proposals, and correspondence ; a ssessing, reviewing, updating and maintaining f iles, reports and documentation for grant programs; reading, understanding , and applying relevant rules, ordinances, codes, regulations, policies, and procedures ; effectively managing assignments ; responding to inquiries timely and within the scope of delegated authority ; responding appropriately, maintaining objectivity and freedom from prejudice, and exercising sound judgment and understanding in all interactions ; effectively working independently , or as a team member, in various environment s with changing priorities ; preparing and presenting various reports , documents, forms, and correspondence; researching information, analyzing data, maintaining accurate records, and updating information in various mediums and formats; operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner; demonstrating appropriate and effective interpersonal communication and conflict resolution skills; performing highly effective support in assigned areas.
