    Nature of Work

     

    Operates motorized equipment and vehicles as part gas systems maintenance and construction activities to ensure efficient gas service to residents and businesses with minimal disruption in service.

    ENVIRONMENTAL FACTORS

    Position functions in all weather conditions with exposure to noise, mechanical hazards, gas fumes, fire and explosive hazards and dust; protective clothing includes safety glasses, hard hat and safety shoes.

    PHYSICAL FACTORS

    Heavy physical work involving balancing, bending, climbing, crouching, stooping, kneeling, reaching above shoulder height; lifting and carrying items weighing up to 100 pounds; digging with a shovel weighing up to 10 pounds up to eight hours per day; ability to work in confined spaces, wear and use SCBA confined space equipment, and pass annual physical; operate equipment weighing up to 100 pounds up to four hours per day; visual and verbal ability to recognize and communicate hazardous situations to others.

    WORK SITUATION FACTORS

    Requires standby and overtime for responding to emergency needs. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies. Release of Information Form (49 CFR Part 40) required.

    FIRST CONSIDERATION WILL BE GIVEN TO CURRENT CITY OF LAS CRUCES EMPLOYEES WHO MEET ALL MINIMUM QUALIFICATIONS

    Full-time, Contract, Non-exempt.

     

    This recruitment will be used to fill a full-time, regular, non-exempt position within the Parks and Recreation Department but may be used to fill other vacancies to include full-time, part-time and/or contract positions.

     

    This position is graded at BC11.

     

    Duties and Responsibilities

     

    + Operates motorized equipment (vactor truck) in locating gas mains and services.

    + Replaces sections of corroded gas lines; uses stopple equipment to cut into live gas lines; installs and maintains cathodic protection system on natural gas main, service and transmission lines.

    + Performs inspections on gas lines; performs minor repairs and/or preventive maintenance.

    + Operates equipment to perform excavations for the installation of gas systems.

    + Responds to emergency line breaks and gas leaks.

    + Operates and performs preventive maintenance on equipment.

    + Loads and transports materials and equipment to and from work sites.

    + Drives and maneuvers a water truck to and at construction sites on uneven terrain.

    + Prepares and gathers equipment and materials for jobs; draws maps and completes work orders for jobs.

    + Aligns, grinds, and prepares pipeline for welding.

    + Conducts pipe-to-soil surveys.

    Minimum Qualifications

    No specific educational requirement. Two years of experience operating light construction equipment, which includes one year operating light equipment in the construction and maintenance of natural gas systems is required. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

     

    Valid Class A commercial driver's license is required. Tanker endorsement must be obtained within 90 days of hire. Position requires an acceptable driving record in accordance with City of Las Cruces policies.

     

    Knowledge, Skills, and Abilities

     

    Knowledge of: OSHA and state safety regulations; operations, services and activities of a water distribution system; methods and techniques of general construction, maintenance and repair; safety hazards, procedures, and equipment used when working on or near underground utility lines; limitations and general operating procedures of a variety of medium construction equipment; tools, equipment, materials, and supplies needed for installing, maintaining, and repairing water lines; and traffic control procedures using barricades and traffic cones.

     

    Ability to: Follow established procedures for installing, maintaining, and repairing water services; follow safety practices and procedures when working around multiple utilities, such as water, gas, and electric; perform technical reading and writing; execute water volume calculations; maintain concentration; direct the work of others; respond effectively to emergency situations; interact respectfully with City staff and members of the public; operate a motor vehicle and navigate across even and uneven surfaces.

     

    Skills in: Proficiently operating equipment including backhoe, air compressors, trenchers, boring machine, shoring, chop saw, and other standard hand tools; operating heavy equipment such as a dump truck, excavator, and fire truck.
