GENERAL STATEMENT OF DUTIES: Professional business management position responsible for the supervision, performance, management, and coordination of a wide variety of duties related to a school district business operation; activities are performed in accordance with applicable laws, regulations, and school district policies under the direction of the Superintendent of Schools and Board of Education.
REPORTS TO: The Business Administrator/School Business Executive is responsible to the Superintendent of Schools and the Board of Education.
PRINCIPAL RESPONSIBILITIES:
+ In conjunction with the Superintendent and other personnel develop, monitor, and analyze the district budget; includes analysis necessary to project fund balance, review, and approval of budget requests, as well as the presentation of the district budget to the public and the Board of Education.
+ Oversee the submission of reports such as the ST-3 and SA-100 to the New York State Education Department and analyze resulting state aid output reports to ensure accuracy.
+ Direct the district's transportation department; includes resolution of personnel problems.
+ Direct, through the district's food service contractor, activities related to the food service operation.
+ Direct the facilities operations, maintenance, security, and safety programs of the district.
+ Establish accounting records and procedures to conform to district policy, as well as state and federal rules and regulations; implement procedures for encumbrance, expense accounting, and distribution of revenues into proper fund accounts.
+ Supervise the collection of revenues by establishing procedures for the district tax collector, deputy treasurer, and assigned personnel.
+ Develop and supervise the maintenance and control of property classification and inventory system for fixed assets and supplies.
+ Prepare oral and written reports to the Superintendent and Board of Education on matters regarding the district's financial operation and other matters.
+ Oversee and/or prepare cash flow reports for use in monitoring cash; investing district monies in accordance with school policy, New York State municipal law and New York State education law.
+ Oversee a variety of matters related to a school district capital/construction project; including but not limited to working with financial advisors to create a financial plan; working with district architect and state education department officials to ensure New York State Education filing requirements are met; working with financial advisors to ensure final New York State building project report is
+ Ensure that applicable laws, rules, and regulations related to the district's internal control over financial assets are met; includes working with the district's internal audit
+ Work with independent auditor and audit committee to coordinate annual financial statement audit; work with state federal auditors to coordinate audits related to internal control and compliance with other federal and state grant
+ Work with district financial advisors and bond counsel to arrange for sale of bonds; work with district financial advisors, banks, and school attorney to arrange for revenue anticipation notes and installment purchase contracts.
+ Provide fiscal and other pertinent information related to the business operation in support of state and federal grant programs.
+ Provide oversight to and manage the district's insurance program, includes representing District on the Cattaraugus/Allegany BOCES self-funded worker's comp and health insurance boards.
+ Supervise communication with local civil service agency for reporting of personnel transactions and to assure conformance with civil service laws and rules.
+ As a member of the district negotiating team, provide financial and other pertinent data for team, fact finder, mediator, arbitrator, or representatives of employee bargaining units.
+ Establish district purchasing procedures in accordance with state laws and for competitive bidding purposes to procure supplies, services, and equipment.
+ Administration of negotiated contracts with non-instructional employee bargaining units.
+ In conjunction with district technology coordinator reviews and recommends data processing contracts with BOCES or other providers.
+ Participate in the processing of payroll.
+ Supervise Business Office staff, and other staff as assigned.
Experience Required:
+ Thorough knowledge of business administration, accounting and budgetary procedures.
+ Thorough knowledge of techniques of monitoring expenditure of funds, debt service and investment management.
+ Good understanding of purchasing and inventory practices.
+ Willingness to lead multiple departments and staff.
+ The ability to multitask and work well under deadlines and pressure.
+ Public speaking expereince preferred.
+ Demonstrated skill in communicating effectively both orally and in writing.
+ Good judgement, thoroughness; dependability.
+ Attend and participate in monthly evening meetings of the Board of Education and other meetings as required.
+ Capacity to become familiar with the programs and processes involved to ensure that the school district remains eligible for all applicable New York State and Federal Aid that is available.
+ Become a member of the NYS Association of School Business Officials (NYSASBO).
+ Flexibility and have the ability to work harmoniously with others in a school environment.
+ Excellent verbal and written communication skills.
+ Experience with computer programs such as Word and Excel.
Required Credentials: There are 2 pathways to eligibility
+ Possess a valid New York State Certification as a School Business Administrator (SBA), School District Business Leader (SDBL) or enrolled in an accredited program working towards a certificate.
OR
+ Eligible to hold the title of School Business Executive. This pathway is a Civil Service position .
Graduation from a regionally accredited or NYS registered college or university with a Master's Degree in accounting, business education, or business administration with at least one-year expereince which must include accounting and budgeting duties; OR
Graduation from a regionally accredited or NYS registered college or university with a Bachelor's Degree including or supplemented by 24 semester credit hours in accounting, business education, or business administration with three years experience which must include accounting and budgeting duties; OR
Graduation from a regionally accredited or NYS registered community college with an Associate's Degree in accounting, or business administration and five years expereince which must include accounting and budgeting duties; OR
An equivalent combination of training and experience as indicated in (A), (B), or (C).
