    The System VP Chief Technology Officer (CTO) is responsible for the implementation and operational execution of all technology functions within PeaceHealth. This includes strategic roadmap development around enterprise IT infrastructure, cloud and on-premise systems, engineering, endpoint management, cybersecurity, innovation, and emerging technologies that support clinical, research, and administrative operations. As a key technology leader, the System VP Chief Technology Officer ensures the resilience, security, and scalability of the health system's IT ecosystem while driving technology innovation that enhances patient care, operational efficiency, and regulatory compliance. This role requires a visionary approach to digital transformation and a strong ability to align IT with enterprise strategy, ensuring a seamless and secure digital experience for providers, patients, and staff.Works closely with clinical, business, and operational stakeholders to provide a secure, reliable, and cost-effective technology foundation while fostering a culture of innovation, agility, and continuous improvement. Acts on behalf of the SVP CIO as assigned and, as delegated by the SVP CIO, can serve as the principal IT officer on executive decisions and executive level committees.

    ESSENTIAL FUNCTIONS

    Technology Strategy & Innovation:

    + Define and execute the technology vision, roadmap, and strategy in alignment with the overall IT and organizational strategic objectives.

    + Lead the adoption of emerging technologies (e.g., AI, IoT, cloud computing, automation) to improve clinical, research, and operational outcomes.

    + Establish a structured technology innovation framework to evaluate, test, and implement emerging healthcare IT solutions.

    + Oversee the cloud migration strategy and hybrid IT architecture to ensure agility, scalability, and cost-effectiveness.

    + Lead partnerships with vendors, startups, and academic institutions to stay at the forefront of healthcare technology advancements.

    IT Infrastructure & Engineering:

    + Oversee the design, implementation, and support of enterprise IT infrastructure, including networks, data centers, servers, storage, and cloud platforms.

    + Drive engineering excellence across all platforms to improve system reliability, uptime, and performance.

    + Ensure high availability, scalability, and disaster recovery planning for all critical IT services.

    + Lead network modernization initiatives, including SD-WAN, 5G, and software-defined networking, to enhance connectivity and performance.

    + Optimize IT operations through automation, DevOps, and infrastructure as code (IaC) practices.

    Endpoint & Device Management:

    + Oversee the enterprise endpoint strategy, including workstations, mobile devices, clinical workstations, IoT devices, and virtual desktops (VDI).

    + Ensure seamless endpoint management, including device provisioning, patching, security compliance, and user experience optimization.

    + Implement zero-trust security models, endpoint detection, and response solutions to mitigate risks.

    + Support frontline clinicians, administrative staff, and researchers with technology that enhances efficiency and reduces burnout.

    Cybersecurity & Risk Management:

    + Partner with the Information Security function to implement a robust cybersecurity strategy aligned with healthcare regulations (e.g., HIPAA, HITRUST, NIST).

    + Oversee the integration of security-by-design principles across infrastructure, applications, and endpoint management.

    + Provide support of identity and access management (IAM), multi-factor authentication (MFA), and privileged access management (PAM) strategies.

    + Support cyber resilience activities, threat intelligence, and incident response efforts in collaboration with the security team.

    + Ensure compliance with data protection, privacy, and regulatory requirements across all IT assets.

    Technology Operations & Service Delivery:

    + Lead and oversee 24/7 technology operations, ensuring high availability, performance, and reliability across the enterprise.

    + Establish key performance indicators (KPIs) and service level agreements (SLAs) to measure and enhance IT service delivery.

    + Drive operational excellence through IT service management, ITIL frameworks, and automation of routine IT tasks.

    + Champion a culture of continuous improvement, leveraging data-driven insights to optimize IT services.

    Leadership & Financial Management:

    + Build and lead a high-performing technology team, fostering a culture of collaboration, accountability, and professional growth.

    + Provide strategic leadership to IT engineers, architects, endpoint managers, and infrastructure teams to drive innovation and operational efficiency.

    + Develop and mentor IT leaders, ensuring succession planning and workforce development.

    + Establish strong cross-functional partnerships with clinical, research, administrative, and operational stakeholders to ensure technology alignment with business needs.

    Vendor & Financial Management:

    + Manage relationships with technology vendors, service providers, and strategic partners to ensure alignment with enterprise IT goals.

    + Oversee budgeting, procurement, and financial management of technology investments, ensuring cost efficiency and return on investment (ROI).

    + Evaluate and negotiate technology contracts, ensuring optimal pricing, service levels, and risk mitigation.

    + Drive cost optimization initiatives across infrastructure, licensing, and service contracts.

     

    Performs other duties as assigned.

    QUALIFICATIONS

    EDUCATION

    + Bachelor's Degree required in a related field or a combination of education and professional experience that provides the caregiver with the requisite knowledge, skills, and abilities to successfully perform the job.

    + Master's Degree preferred.

    REQUIRED SKILLS & EXPERIENCE

    + Minimum of 10 years of progressive IT leadership experience in a complex healthcare or large enterprise setting.

    + Demonstrated expertise in technology strategy, IT infrastructure, cybersecurity, cloud computing, endpoint management, and innovation.

    + Strong understanding of healthcare IT, EHR systems, interoperability, and compliance standards (HIPAA, HITECH, HITRUST, NIST, etc.)

    + Proven experience leading large-scale IT transformation, digital modernization, and cloud migration initiatives.

    + Deep expertise in networking, enterprise architecture, automation, and DevOps methodologies.

    + Familiarity with cybersecurity frameworks and ability to implement robust risk management strategies.

    + Strong leadership, stakeholder engagement, and team-building skills with the ability to inspire and lead diverse teams.

     

    The salary range for this job opening at PeaceHealth is **$325,600 – $482,300** . The hiring rate is dependent upon several factors, including but not limited to education, training, work experience, terms of any applicable collective bargaining agreement, seniority, etc.
