The Opportunity:
CACI seeks a highly motivated Senior Project Manager to join or team supporting NavalX within the Office of Naval Research (ONR). Our organization manages a multi-disciplinary portfolio of projects from across the spectrum of Engineering and Research and Development (R&D) fields and requires a seasoned and highly self-motivated project manager with a desire to deliver high quality and consistent oversight to manage the portfolio. This position is an opportunity for an experienced project manager to bring their expertise to a growing management team and influence its operation and execution, workflows, and performance management models. The position puts you at the center of a leadership team that needs to scale fast to meet rapidly growing program demands.
Position overview
Responsible for the overall management of a portfolio of projects while working closely with the Program Manager to develop the organization’s concept of operations, management structure, workflows, and execution model. The portfolio will consist of a large portion of the overall program’s projects consisting of native, internally matrixed, and subcontractor resources including Subject Matter Experts (SMEs), technical personnel, and other appropriate expertise as needed that is tasked with designing, developing, implementing, and managing large-scale projects for the DoD. Additional duties include resource management, financial management, reporting management, and personnel management. The Senior Project Manager is expected to bring highly effective methodologies for organizing and overseeing multiple projects across multiple customer bases and multiple subject areas, while injecting best practices into the organization to improve its effectiveness, responsiveness, and efficiency.
Additional Responsibilities:
Manage personnel, cost, and performance of a team of technical professionals and subcontractors delivering solutions to a variety of DoD projects in excess of $25M. Leading financial tracking across all portfolio projects to ensure continuity of funding for entire team. Create accurate portfolio revenue forecasts. Conduct detailed analyses to identify root causes of financial issues and develop solutions. Lead, plan, and coordinate all activities associated with execution of assigned portfolio of projects to ensure timely delivery of all requirements. Self-educating, taking ownership of tasking, and identifying new areas of responsibility based upon team needs and individual strengths. Developing and mentoring program management staff including project managers and project analysts. Gathering and distributing information to subcontractors and service providers, through initiating, preparing, reviewing, and tracking RFI’s, and receiving, reviewing, submitting and tracking status of submittals. Interfacing with subcontractors and matrixed teams to ensure completeness of financial and technical deliverables. Collection, preparation, and review the organization’s monthly project status reports. Leading project close out activities. Leading the acquisition of services, materials and supplies for assigned projects. Working with the program manager, and financial and procurement team, perform market research analysis of materials and resources, develop and revise rough order of magnitude (ROM) estimates, and provide current and historical data for the acquisition of goods and services. Identifying project requirements including justification write-ups, sole-source recommendations and technical evaluations, and maintaining records of purchased materials and services by tracking purchase date, lead time and cost, and providing monthly reports to the customer. Closely monitor project team performance, including vendors, to ensure that materials and parts will be delivered on time and that the end product will meet customer needs. Collaborate with program manager to achieve socioeconomic goals by contracting small businesses, service-disabled veteran-owned companies and disadvantaged business firms where practical. Responsible for the technical performance of assigned project(s) while assuring product delivery to the customer in accordance with budget and schedule requirements. Monitor and maintain vendor performance related to quality, scheduling, planning and acquisition strategy by compiling an up-to-date vendor list, with qualified processes and technical skills and abilities.
Qualifications:

Bachelor’s degree in a STEM or Business field 10 + years of professional work experience in business and management roles with at least 10 years of project management experience
Experience managing cost, schedule, and performance including resources Demonstrated technical writing skills

Master’s degree in a STEM or Business field 10 years of experience managing DoD and US Navy projects and programs
Experience leading or writing technical proposal sections DoD Secret clearance

Since this position can be worked in more than one location, the range shown is the national average for the position.
The proposed salary range for this position is:
$86,800-$191,000
