IT System Analyst

The primary place of performance shall be at the Department of Homeland Security's (DHS) Office of Homeland Security Statistics (OHSS) Government Facility at 2703 Martin Luther King Jr Ave SE, Washington, DC 20593, between the hours of 8:30 AM and 5:00 PM ET, Monday through Friday (except federal holidays). Telework may be permitted if approved by the client.

EMKS is seeking an IT System Analyst to support the modernization of the DHS OHSS report production process. This role focuses on designing, documenting, and enhancing report automation workflows that improve the timeliness, accuracy, and efficiency of OHSS statistical reporting to Congress, federal agencies, and the public. The analyst will work closely with OHSS leadership and project stakeholders to assess requirements, research and recommend industry best practices, assist with automation strategy development, and support implementing scalable IT solutions. Key responsibilities include documenting standard operating procedures (SOPs), tracking post-meeting actions and decisions, supporting quality assurance, and contributing to technical problem resolution. The ideal candidate will have strong analytical skills, experience in business process automation, and a collaborative approach to driving innovation in government reporting systems.

Duties/Responsibilities:

+ Proficiency in programming languages including Python and Java.

+ Experience developing and maintaining web interfaces utilizing modern frameworks and technologies (e.g., React, Angular, or similar).

+ Strong knowledge and hands-on experience working with PostgreSQL databases, including database modeling, SQL querying, performance tuning, and data migration.

Required Qualifications:

+ Bachelor's degree in Information Technology, Computer Science, Engineering, or related field required; Master's degree preferred.

+ Minimum 1 year of experience as an IT Systems Analyst or in a similar role, with demonstrated expertise in analyzing, designing, and implementing technology solutions.

+ Experience gathering and documenting system requirements, creating system specifications, and performing impact analyses.

+ Familiarity with report automation methodologies and software development lifecycle (SDLC).

+ Excellent communication and analytical problem-solving skills, with the ability to liaise effectively between business stakeholders and technical teams.

NOTE: General work experience may be substituted for education. The requirement for education levels can be substituted at the rate of 2 years of experience for every year of education. An associate's degree is 2 years of education, a Bachelor's degree is 4 years of education, and a Master's degree is 6 years of education. The years of specific experience used for satisfying an education requirement cannot also be used to fill the work experience requirement.

Clearance:

Public Trust or equivalent clearance is desired. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
