    The DNR is seeking to hire one (1) Grants Specialist Sr. at our central office in Saint Paul, MN.

     

    This position administers many of the MN DNR’s Fish and Wildlife Division’s incoming federal and non-federal grant programs. Individual grants and program responsibilities vary with funding availability. Current grant programs include Environmental Protection Agency Great Lakes Restoration Initiative, National Wildlife Federation grants, Interjurisdictional Fisheries Program, U.S. Department of Agriculture Animal and Plant Health Inspection Service grants and US Fish and Wildlife Service National Fish Passage Program grants. The grants managed by this position generate significant income for the division and assist in carrying out the division’s strategic objectives. Working with division staff, this position identifies funding opportunities and develops grant proposals. It administers and coordinates the grants to ensure that the division remains in compliance with grant program requirements and remains eligible for future funding. Administration may include tracking grant expenditures and matching funds, reviewing contracts and subcontracts, and compliance with federal regulations. This position is responsible for programmatic and financial reports for the grants, and it serves as the primary point of contact with the various grant programs. It also assists the Administrative Services Section Manager with associated projects and special projects as needed.

    Responsibilities include but are not limited to:

    + Serve as the divisions’ point of contact for federal and non-federal incoming grants, except for the Pittman-Robertson Wildlife Restoration and Dingell-Johnson Sport Fish Restoration (WSFR) grants. Communicate grant opportunities to statewide staff and other partners. Apply for these incoming grants in order to meet administrative, fiscal, and programmatic needs.

    + Coordinate with FAW staff throughout the state, and other staff, to implement, manage, and monitor statewide incoming non-WSFR grants, as well as related subgrants and subcontracts, so that administrative and programmatic requirements are met.

    + Coordinate the financial administration of statewide incoming non-WSFR grants, and related subgrants and subcontracts, so that fiscal requirements are met, and maximum reimbursements are received in an efficient and timely manner.

    + Manage and identify information needs and appropriate methods for communicating program information so FAW staff, across the state, other impacted divisions, and other partners have the necessary information pertaining to grants.

    + Provide statewide consultation on FAW programs, answering questions, resolving issues, avoiding problems, and staying in compliance with state and federal laws.

    + Assist the Administrative Services Section Manager with budget management, budget planning, and special projects in regard to cost accounting, and financial reporting.

     

    This position may be eligible to telework, which is subject to change. If approved, the employee would be required to complete a telework agreement. This position may require you to report to the central office location, for meetings, trainings, onboarding or as needed by supervisor. Travel may be required for occasional overnight meetings or site visits, typically 1-5 trips per year.

    Minimum Qualifications

    + Three (3) years of professional experience administering or coordinating a publicly funded grant program. Prior experience must demonstrate the ability to analyze financial and performance data for adherence and conformance to federal laws, state statutes and departmental policies.

    + Bachelor's degree in grant administration, business administration, public policy administration, natural resources, or a related field may substitute for one (1) year of experience.

    + Knowledge of grants procedures and techniques and the applicable state and federal laws, rules, and regulations sufficient to administer an incoming grants program.

    + Knowledge of computer programs such as Microsoft Office or similar programs sufficient to create and interpret work products of advanced professional staff, reports, spreadsheets, financial analyses, databases, and correspondence.

    + Computer skills sufficient to manage grants in multiple grant management platforms.

    + Communication and human relations skills sufficient to establish strong working relationships with agency leadership, as well as agency staff, other state agencies, grant partners and contractors; work effectively as a team member and carry out work assignments; delivering information to ensure program compliance with policies and regulations.

    + Ability to evaluate information and data sufficient to develop policy and program administration recommendations, identify alternative solutions to complex issues and convey to a diverse audience.

    + Ability to read, comprehend, and analyze guidelines, statutes, contract agreements, amendments, and work plans in order to interpret and apply these to individual circumstance or situations.

    + Organizational and problem-solving skills sufficient to handle multiple projects, work within tight deadlines, and adapt to changes that arise.

    Preferred Qualifications

    + A bachelor's degree in grant administration, business administration, public policy administration, natural resources or a related field.

    + Knowledge of natural resource management including fish or wildlife management, and/or habitat management including vegetation ecology and the biology of exotic invasive species.

    + Knowledge of the functions, programs, operations, structure and interrelationships of a major statewide natural resource management organization.

    + Demonstrated skills in continuous improvement processes, root cause analysis and project management.

    + Advanced knowledge of Microsoft Office Suite, including MS Teams and Sharepoint.

    + Experience with community-based organizations and equity in grantmaking within the environmental and natural resources fields.
