This position serves our partners at Direct Care & Treatment (DCT). The MNIT DCT team provides essential IT support for a wide range of healthcare services, including mental health, substance abuse treatment, and support for individuals with developmental disabilities. You will play a crucial role in ensuring that the technology needs of DCT are met, enabling them to deliver high-quality care and treatment services to Minnesotans in need.
Minnesota IT Services (MNIT) partnering with the Department of Direct Care and Treatment (DCT), is seeking a forward-thinking Systems Architect to lead complex architectural initiatives that modernize and transform systems supporting statewide healthcare and human services. This role serves as a senior technical advisor responsible for enterprise-level architecture and design across application, data, security, and infrastructure domains. The position will shape strategic direction, establish architectural standards and governance, and guide the implementation of scalable, secure, and interoperable IT systems.
This is an exciting opportunity to influence the future of IT systems that directly support critical programs serving vulnerable Minnesotans. The ideal candidate will bring deep technical expertise, the ability to navigate complex stakeholder environments, and a strong vision for enterprise modernization and integration.
This position requires an employee to be onsite in Vadnais Heights** **, Minnesota** **at least 50% of the time, with some opportunity to perform work from a telework location.

Minimum Qualifications

Position requires a minimum of six (6) years of increasing responsibilities and experience in application development.
Experience must include:
+ Designing and implementing large-scale technology solutions involving multiple platforms, integration technologies, or systems modernization.
+ Working with teams to develop or apply architecture standards, solution designs, or governance practices.
+ Collaborating with business and IT leaders to align technology solutions with strategic goals.
+ Evaluating or implementing integration and modernization efforts (e.g., cloud, hybrid infrastructure, microservices, API platforms).
+ Demonstrated knowledge of system infrastructure, including databases, architecture design, security principles, networks, and server technologies.
+ Strong communication skills, with the ability to convey complex information clearly and ensure mutual understanding among diverse audiences.
+ Demonstrated customer service skills, including active listening, empathy, and the ability to analyze and resolve issues effectively.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
Preferred Qualifications
+ Experience leading or contributing to system modernization initiatives in public sector or large healthcare/human services environments.
+ Experience working with enterprise integration platforms, API management, or cloud-based architecture.
+ Knowledge of federal/state regulations or security standards relevant to healthcare, behavioral health, or human services data.
+ Demonstrated ability to lead enterprise-wide governance activities, including the development of standards, policies, and reference architectures.
