This position is eligible for telework to applicants who reside in Minnesota or a bordering state. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.
The State Medical Review Team (SMRT) Disability Analyst Supervisor provides strategic leadership for statewide disability determination and TEFRA level of care assessment activities. This position ensures staff have the resources and guidance necessary to complete medical reviews and disability determinations efficiently, accurately, and in compliance with Social Security Administration (SSA) guidelines, medical standards, and federal and state law.
Overseeing more than 14,000 disability determinations and 2,400 level of care assessments annually, the Disability Analyst Supervisor directs division resources to accomplish Health Care Eligibility and Access (HCEA) Division goals and objectives in support of the Department’s mission. This position also serves as a member of the SMRT and HCEA leadership teams.
Responsibilities include:
+ Managing and directing SMRT disability determination and level of care assessment activities, including case processing, medical record collection and analysis, vocational assessment, quality assurance reviews, and appeals.
+ Supervisory functions such as recruitment, onboarding, performance management, coaching, and employee development to build a high-performing, compliant, and engaged team.
+ Participation in User Acceptance Testing (UAT) to ensure SMRT’s Case Management System meets evolving business and compliance needs.
+ The implementation and ongoing refinement of policies, procedures, and quality standards for SMRT-related determinations and assessments.
+ Interagency collaboration and stakeholder engagement efforts to align operations with strategic priorities and regulatory requirements.
+ Participation on the SMRT Leadership Team to guide day-to-day operations, lead improvement initiatives, and contribute to long-term strategic planning that improves client, provider, staff, and management experiences while increasing efficiency and outcomes.
Minimum Qualifications
Demonstrated leadership experience* (must be clearly identified on your resume)
*Leadership experience can include (this is not an all-inclusive list):
+ Experience as a supervisor, lead worker, team lead, project lead.
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4).
+ Leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience Identifying issues, goals, and strategic actions
+ 100+ hours per year time commitment
+ Can be paid or unpaid
AND
Three (3) years of specialized experience evaluating disability severity according to Social Security rules and regulations.
Experience must demonstrate advanced knowledge sufficient to provide training and mentoring in **all** of the following:
+ Application of Social Security Disability laws, including advanced understanding of the Code of Federal Regulations (Title 20 Chapter III) and the Program Operating Manual (POMS), sufficient to issue accurate and timely disability determinations in accordance with state and federal laws and agency policies and procedures.
+ The SSA medical listings, 14 body systems, and the clinical/laboratory requirements for adult and childhood impairments.
+ The programs for which SMRT evaluates disability including Medical Assistance ABD, MA-EPD, TEFRA, Managed Care Exclusion, Family Support Grant, Special Needs Basic Care (SNBC), and MA-Home and Community-Based Waivers (BI, CAC, CADI, and DD).
+ The following systems: ISDS, MAXIS, MMIS, METS, SMI, MnCHOICES Assessment Tools, SSAS, and Electronic Health Records (i.e. Epic).
Preferred Qualifications
+ Eligible for Direct Payment Non-Attorneys (EDPNAs) or Social Security Disability Law Attorney highly preferred.
+ Understanding of DHS policies, procedures, processes, laws, and rules and related Minnesota State statutes that govern the work of the State Medical Review Team.
+ Proven ability to build and maintain effective working relationships with internal teams and external stakeholders (counties, providers, clients, advocates, etc.)
+ Strong time management, analytical, problem-solving, and prioritization skills, with ability to work well under pressure
+ Strong customer service skills, including the ability to communicate professionally and clearly over the phone, in person, and in writing
+ Demonstrated organizational skills and the ability to manage multiple tasks with competing deadlines
+ Proficiency with Microsoft Office Suite (Outlook, Word, Excel), SharePoint and Adobe Pro
+ Ability to work independently and collaboratively as part of a team
