The Retailer Contracts and Purchasing manager role reports to the General Counsel and is responsible for overseeing the Retailer Contracting and Purchasing Department. It involves managing contracts, purchases, building leases, fleet vehicles, vendor agreements, and department policies. The main focus is to ensure fair and efficient procurement of lottery-related goods and services while improving policies and procedures.
Additionally, this position supports lottery customers and ensures compliance with state and federal laws regarding purchasing and procurement. The person in this role should be or become an expert in retailer contracts and procurement and be able to collaborate with other state agencies as needed.
Main responsibilities include:
+ Managing Retail Contracts: Ensuring over 3,000 lottery retailers follow contractual rules by creating and maintaining retail policies and procedures.
+ High-Stakes Purchasing: Handling purchases of valuable or sensitive items, including lottery-specific procurement contracts. Since these contracts don’t follow standard statewide rules, they require sharp problem-solving and strategic thinking.
+ Improving Efficiency: Streamlining procurement and contracting processes by refining policies and analyzing costs and benefits to ensure procurement aligns with the financial realities of a profit-driven agency.
+ Solving Agency Challenges: Identifying problems across the agency, assigning responsibilities, and ensuring different departments get the resources they need while following legal requirements
Minimum Qualifications
Must poses supervisory OR lead worker experience AND three (3) years of experience in the following areas:
+ Process Improvement & Innovation: Ability to enhance work procedures, policies, and strategies to boost efficiency. This includes leveraging technology, assessing risks, and exploring new procurement methods.
+ Business & Legal Expertise: Strong knowledge of general business practices, business law, and database/spreadsheet software relevant to lottery operations.
+ Strong Communication & Relationship Building: Must effectively collaborate with individuals from diverse backgrounds, including lottery personnel, auditors, retailers, and vendors.
+ Teamwork & Leadership: Ability to work with management, legislators, and committees to facilitate vendor selection for high-value contracts.
+ Analytical & Research Skills: Must be able to assess data, make informed decisions, and present findings in a clear and impactful manner.
+ Contract & Policy Development: Capable of drafting complex contracts, leases, and proposals while identifying issues and proposing solutions.
+ Effective Writing & Presentation Skills: Strong ability to communicate policies and procedures clearly and persuasively.
+ Collaboration with State Agencies & External Partners: Ability to maintain productive relationships with management, vendors, retailers, and state agencies to ensure smooth operations.
+ Must poses Existing Authority for Local Purchase (ALP) of $25,000 minimum or be able to obtain it within six (6) months of hire.
Preferred Qualifications
Expert Knowledge of Procurement & Policies: Deep understanding of state purchasing procedures, inventory management, and the Minnesota State Lottery’s strategies and goals. Existing Authority for Local Purchase (ALP) authority.
Management or Supervisory experience
