POSITION DETAILS
Founded in 1971 in Long Island City, Queens **,** LaGuardia Community College is one of seven community colleges of the City University of New York (CUNY). LaGuardia offers more than sixty associate degree programs and more than fifty workforce training, ESOL, GED, and pre-college programs. In 2023, LaGuardia served approximately 24,000 students. More than one-third of LaGuardia’s degree-seeking students are born outside the United States; they come from 136 countries and speak 43 heritage languages. Virtually all LaGuardia students are ethnic minorities (89 percent), 58 percent are women, 27 percent are over the age of 25. Forty-six percent of associate degree students are Hispanic. Upon graduation most students transfer to four-year colleges, typically in CUNY, to complete their baccalaureate degrees. Graduates of career programs such as Nursing, Computer Technology, and Veterinary Technology enter the workforce. LaGuardia ranked fifth among U.S. community colleges in economic mobility – moving low-income students into the middle class and beyond – in studies by Stanford University (2017) and the Brookings Institution (2020).
Reporting to the Senior Vice President for Administration, the Chief Information Officer (CIO) provides leadership for information technology resources and services in support of the College's academic mission and related administrative tasks. In particular, the CIO is responsible for researching, recommending, and implementing emerging technologies and creating an environment fostering teaching and learning with technology.
This position plays a key role in the planning, development, implementation, and integration of its information technology policy, resources, and operations. The successful candidate will be responsible for all areas within the Information Technology Department, including project management, instructional computing, administrative computing, telecommunications, user support, network management, web services, database management, and programming. They oversee all central operations in these areas and ensures efficient utilization of available resources and high quality of all support services by maintaining an efficient organizational structure and by providing ongoing IT staff development and training.
The CIO collaborates with key higher-level administrators, to plan and set the direction for all matters involving computer technology campus-wide including voice, video, and data networks and is fiscally responsible and accountable for the central IT budget. The CIO establishes standards and manages the necessary infrastructure to facilitate the exchange of information and to assure appropriate security, connectivity, interoperability, reliability for all centralized IT operations. Key Responsibilities include: the following:
+ Manages the operations of the Office of Information Technology and is responsible for the technological resources of LaGuardia Community to support the academic and administrative programs of the institution within the context of the City University of New York as a whole.
+ Develops an overall IT strategic plan within the context of a multiyear roadmap, to maintain a robust and unified information technology infrastructure, implement an academic and administrative technology strategy, and deliver a maximum return on investment in technology resources.
+ Provides leadership in assessing operational and technology needs, and formulating strategies and work plans to achieve integrated, efficient and cost-effective technology solutions.
+ Implements technology innovations and improvements based on continual assessment of institutional technology needs.
+ Oversees the breadth of core IT functional areas including academic computing, Administrative services (PMO, IT Recruitment, IT Budget & procurement operations, and IT Asset Management), helpdesk/technical support user services (ITSM), enterprise network infrastructure and systems, telecommunications, information security systems, application development, audio-visual and media services, to ensure the stability, reliability and security of the LaGuardia Community College systems, applications, and data.
+ Partners with campus leadership on strategies that will enhance the teaching and learning process, ensure solutions are meeting user needs, and coordinates work efforts with the provost on academic computing and instructional technology strategies.
+ Consults with key stakeholders at the College, and within the CUNY system, to exchange information, present new approaches, and discuss IT policy, equipment and system changes between IT priorities and finance/budget to make sound decisions using transparency, data and IT governance.
+ Provides advice and guidance to management on the emerging challenges in information security faced by academic institutions and leads initiatives to implement strategies to effectively mitigate the risks.
+ Consults with the CUNY Office of Computing and Information Services in implementing procedures and technologies to mitigate cyber security risks and keep sensitive information secure.
+ Effectively manages IT operations and capital budgets, as well as tech fee, ensuring allocations are within appropriations as set forth by University Budget and Planning Operations.
+ Prepares, recommends, and implements budgets for assigned areas, monitors expenditures, assures that human and financial resources are allocated efficiently and effectively, and takes necessary actions to ensure compliance with budget limitations, and established fiscal policies.
+ Manages key relationships with IT vendors and service providers. Participates in vendor contract negotiations for new and existing computer equipment, cloud computing and software purchases.
+ Fosters an inclusive work environment for a staff of approximately 50 employees that encourages a culture of high performance focused on improving operations, streamlining work operations, and providing quality customer service.
+ Serves as the LaGuardia’s representative to the CUNY IT Steering Committee.
+ Performs other duties as assigned.
QUALIFICATIONS
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.
PREFERRED QUALIFICATIONS
+ A minimum of eight (8) years of progressive leadership experience in information technology, including strategic planning, budgeting, and operational management, preferably in a higher education setting.
+ Proven expertise in managing academic computing technologies, with a deep understanding of user needs in a diverse and dynamic teaching and learning environment.
+ A track record of successfully leading complex IT projects and implementing innovative technology solutions to support institutional goals.
+ Demonstrated ability to lead and inspire teams, fostering a culture of collaboration and service excellence.
+ Strong understanding of IT governance, cybersecurity, and compliance standards in higher education.
+ Proficiency in project management, IT hardware and software systems, network infrastructure, and database administration.
+ Exceptional communication and collaboration skills, with the ability to engage effectively with diverse stakeholders, including faculty, staff, students, and external partners.
+ A BA/BS degree in computer information systems, business administration or management, computer science or a related field. An advanced degree in one of these disciplines is desirable
+ Experience responding to litigation/e-discovery requests

$150.000 - $170,000
