    Overview

    SENIOR PROGRAM MANAGEMENT ANALYST (PMW220)

    Bowhead is seeking a Senior Program Management Analyst to provide consultative support to our senior PEO MLB leadership at the Washington Navy Yard for our the Standard Labor Data Collection and Distribution Application (SLDCADA) program on the PMW220 contract in Washington, D.C.. The candidate will review schedules/timelines, risks, costs, technical and functional solutions against requirements matrix to identify gaps / issues, manage key deliverables, etc. and provide expert consultation/recommendation in project management and solution delivery to the Government Leads, inside the Program Office.

     

    This position can be fully remote.

    Responsibilities

    + Assist the SLDCADA Program Manager in preparing and presenting reports and other program management activities, including reporting and metrics, status reporting, and other administrative duties. as needed. Personnel in this category will have experience and abilities in the following:

    + Ability to support the tracking, documentation, and status of all key activities.

    + Ability to support the tracking and maintenance of the SLDCADA Integrated Master Schedule

    + Conduct research, analyzie data, identify trends, and prepae reports.

    + Assist program managers with the development of budgets and schedules as well as tracking metrics.

    + Assess and advise on potential issues related to costs, schedules, and performance.

    + Draft new or revise policies and procedures.

    + Provide subject matter expertise and inputs to the Government leads in all phases (Plan and Analyze, Design, Build, Test & Deployment, Go live and support) of the software development lifecycle.

    + Assist the Government in conducting analysis of performance enhancements, business drivers, costs and schedule, with resolution of integration issues.

    + Assist the Government with the preparation of documents and briefs that will be utilized during the governance board meetings to facilitate Government decisions regarding proposed changes in terms of cost, schedule, technical impact, and business impact.

    + Review and update required operations plans and documentation. Provide integrated tracking of documents and tasks within the portfolio to ensure seamless planning and execution of requirements.

    + Provide assessment and recommendations for the Government, including likely impacts to system(s), configuration(s), sustainment, and user experience enhancements.

    + Monitor and evaluate results of existing plans and recommend adjustments as necessary. Keep leadership apprised of changes to existing projects and implement updates to those project plans as necessary.

    + Provide technical expertise necessary to prepare, revise, and review briefing material (including demonstrations).

    + Identify risks associated with schedule dependencies and clearly communicate these risks to project team leadership.

    + Review/Modify/Recommend Updates/Deliver an integrated master schedule. Collaborate with project managers and portfolio managers to generate critical dependencies and ensure accurate scheduling. Support the tracking of the SLDCADA Integrated Master Schedule.

    + Monitor and evaluate results of existing plans and recommend adjustments as necessary. Keep leadership apprised of changes to existing projects and implement updates to those project plans and schedules as necessary.

    + Assist the Government in monitoring key business and technical metrics and building report metrics to establish trends. Assist in analyzing key information yielded by the metrics, such as requirements volatility and design stability.

    + Participate in an advisory role in Program Office planning meetings and strategy sessions; provide documentation as tasked. Provide strategic planning, analysis and advisory assistance to the organization in decision-making processes.

    Qualifications

    + Minimum 5+ years’ experience supporting management consultation support in acquisition community within Navy or DoD environments. Prefer (within past 5 years) working on Navy / DoD ERP projects.

    + Two (2) years’ experience supporting a Project or Program Manager. DoD or federal, SLDCADA experience preferred.

    + 2+ years of experience as a Program Analyst, Management Analyst, or in a similar role supporting a Project or Program Manager. DoD or Federal Experience preferred.

    + Bachelor's degree in business, computer science, or a related field.

    + Experience in the DoD requirements definition process.

    + Experience in IT project management framework and the ability to implement them, especially in a DoD environment.

    + Experience in SDLC IT projects.

    + Ability to interact and negotiate with senior stakeholders on deliverables in support of project completion.

    + Desire DAWIA Level III in Program Management or equivalent (e.g., PMP or demonstrated results as a project manager)

    + Experience using MS Project.

    + Proficient in Microsoft applications such as Word, PowerPoint, and Outlook

    + Excellent verbal and written skills.

    + Excellent critical thinking skills.

    + Ability to work independently and as a team member.

    + Experience applying data management, data analysis, and data visualization.

    + Experience in developing and delivering briefings to all levels of Government leadership.

    + Excellent communication, interpersonal, and report writing skills.

    + Strong organizational and time management skills.

    + Good critical thinking and problem-solving skills.

    + Experience conducting research, analyzing data, identifying trends, and preparing reports.

    + Ability to build rapport and cultivate strong relationships across an Integrated Project Team.

    + Knowledge of Federal Information Security Controls Audit Manual (FISCAM) and understanding ofthemethodology for performing information system control audits of Federal and other governmental entities in accordance with professional standards, specifically NIST 800-53.

    Physical Demands:

    + Must be able to lift up to 5-10 pounds

    + Must be able to stand and walk for prolonged amounts of time

    + Must be able to twist, bend and squat periodically

     

    SECURITY CLEARANCE REQUIRED **:** Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
